The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

Under general administrative direction of the Director of Patient Financial Services, ZSFG Patient Financial Services Outpatient Registration Manager oversees operations related to outpatient scheduling, registration, financial counseling, and authorization requirements for ZSFG ancillary services.

Duties also require planning and coordination of optimal patient flow with clinical and support departments to ensure patient wait times and gathering of patient information is optimized. The incumbent will plan, produce, implement, and monitor programs, policies and procedures related to Patient Access at ZSFG. Within the Network, they will coordinate patient flow with Community clinics to integrate them with hospital-based services. Manage Patient Access staff including 2909, 2908 and 2903.

ESSENTIAL DUTIES:

ZSFG Patient Financial Services Outpatient Registration Manager performs the following essential job functions:

  • Oversees the operations of the Outpatient Registration Unit within Patient Financial Services including scheduling, registration, eligibility, financial counseling, authorization requirements, and ensuring the success and quality of the Department’s Patient Access initiatives.
  • Develops, designs, tracks, evaluates, coordinates, and improves the overall operational metrics for provider productivity, registration, scheduling, billing, and other systems to ensure an efficient and cost-efficient healthcare delivery system in a managed care model.
  • Serves as an expert resource concerning eligibility requirements for patients to qualify for State, Federal, and County programs (i.e., Medicare, Medi-Cal, CCS, Health Families, Family Pact, etc.).
  • Ensures the accuracy and completeness of daily registrations, the high level of quality service provided to patients and participation in process and quality improvement/optimization initiatives within Patient Access, PFS, Hospital and SFHN network as appropriate.
  • Responsible for adequate staffing levels of the ancillary clinics under their supervision, developing standards of performance for staff which are measured, reported, and addressed when needed and staff development, including training, reviews of progress, and communication of findings.
  • Updates and/or establishes patient access policies & procedures to ensure compliance with governmental regulations, accrediting bodies, hospital policies & procedures, and other statutes.
  • Reviews accounts, cases, testing scenarios, and workflows to identify performance issues and take action to ensure that rework and uncompensated care is minimized.

ZSFG Patient Financial Services Outpatient Registration Manager performs other duties as assigned and required.

How to qualify

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

  1. Education: Possession of a Bachelor’s degree from an accredited college or university;

    AND
     
  2. Experience: Three (3) years of professional experience in a Patient Access or Patient Financial Services Setting.

EDUCATION SUBSTITUTION: Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis, up to four (4) years. One year (2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units or 45 quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).

Desired Qualifications:

The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

  • Three (3) years supervisory experience.
  • Experience developing and directing department wide initiatives.
  • Knowledge of complicated and varied healthcare regulatory and compliance issues at federal and state level, and operations in a Patient Access and Patient Financial Services setting. 
  • Experience developing and making presentations and developing training materials for a wide variety of audiences. 
  • Understanding of Managed Care and Government Programs, Health Network Integration and Customer Service. 
  • Experienced with implementation of Hospital eligibility and Patient Access programs, policies and procedures and a demonstrable understanding of their relationship to the other areas of the Revenue Cycle.
  • Experience working with the Epic EHR system.

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which have been identified as critical for Outpatient Registration Manager positions in class 0923 Manager II.

A passing score on the Supplemental Questionnaire must be achieved to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
