Role description

Under general administrative direction, reporting to Chief Digital Transformation Officer, the Director of Business Applications and Analytics oversees the Business Applications and Analytics work unit and is responsible for the digitalization of current systems, applications, business processes by identifying opportunities to leverage SFO’s enterprise tools, aiming to deliver turn-key solutions via low/no code development in PowerApps platforms.

This position provides turn-key solution development, report and dashboard development, data research and analytics, and business intelligence consultation to the Airport businesses.  This position works closely with Data Engineering, Application Developers, and Information Technology (IT) Engineers to innovate ways in which business users’ access and use data, promotes self-services through tools and platforms that bring data closer to the end users, and provides training to Airport managers and analysts on how to use existing tools to become self-sufficient and how to present data in the most effective way.

Duties and Responsibilities:

  • Plans, monitors, evaluates, and directs the work of subordinates and to provide service to analyze and digitize existing systems and business processes for improvement opportunities.
  • Develops and directs implementation of strategies, roadmaps, and solution options to business decision-owners that align with the organization’s goals and objectives.
  • Creates policies and procedures that govern the data strategy which integrates the organizational operations and prevents the disruption of service.
  • Oversees the strategic planning for report and dashboard development, data research and analytics, and offers business intelligence consultation tailored to the Airport businesses’ needs.
  • Ensures effective, timely written and oral communication with internal and external stakeholders.
  • Manages relationships and liaises with internal IT teams on innovative ways in which business users’ access and use data.
  • Directs the development of practices, guidelines, procedures, and controls to promote self-services by utilizing tools and platforms that enhance accessibility of data for end users.
  • Serves as a liaison to oversee training to Airport managers and analysts on maximizing self-sufficiency through the proficient use of existing tools and optimizing data presentation in the most effective way.
  • Conducts thorough discovery sessions in collaboration with stakeholders to find ways of maximizing the Airport’s enterprise tools, streamlining workforce development.
  • Directs and monitors budget and resources efficiently to maximize the impact of the unit.
  • All other functions outlined in the 0932 Manager IV job classification.
  • May include additional duties as assigned.

How to qualify

Education: Baccalaureate degree from an accredited college or university.

Experience: Five (5) years of professional experience in application development, data analysis, business intelligence, or related experience in information systems, of which includes three (3) years of supervising professionals.

Substitution:

  1. Additional qualifying full-time work experience as described above may substitute for the required degree on a year-for-year basis. One (1) year of work experience (2,000 hours of qualifying work experience) is equal to 30 semester or 45 quarter credits/units OR.
  2. Possession of a master’s degree from an accredited college or university may substitute for one (1) year of the required work experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Practical, hands-on, technical experience in Information Technology applications, or software programming or development.
  • Experience with Tableau, Microsoft Power Platform, FME.s
  • Experience in project management.
  • Professional experience in data engineering, analytics, or data management.
  • Experience managing a team of more than five technical employees.
  • Experience in handling difficult/sensitive personnel matters.
  • Ability to establish and maintain effective working relationships with colleagues, staff, officials, Board members, other City departments and SFO divisions, civic organizations, government agencies, and the public.
  • Ability to present complex facts clearly and concisely.
  • Excellent written and verbal communication skills.
  • Willingness to participate in and contribute to the spirit of customer service, cooperation, and teamwork throughout the Airport.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.  All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

 A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.
