About Us
Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description

Under general direction, the Senior Administrative Analyst (Property Manager) is responsible for managing a portfolio of leases and long-term permits for businesses, non-profits and other organizations which operate on Recreation & Park Department property.  The Property Manager administers existing leases, develops Requests for Proposals to operate new concessions as well as negotiate and draft new lease agreements.   In fulfilling these charges, the Property Manager must work with all divisions within RPD and myriad City agencies including, but not limited to, the Mayor's Office, Board of Supervisors, City Attorney, Budget Analyst, Building Inspection, Fire, Historic Preservation Commission, Human Rights Commission, Planning, Police, and Recreation and Park Commission.  Equally imperative to the position is conducting continued outreach to local community groups, interested stakeholders and citizens, businesses, merchant groups and state/federal government agencies to garner interest in and support for the Division's projects. Implicit in this critical task is developing targeted messaging strategies for individual interest groups to address their unique concerns.  Performs related duties and responsibilities as assigned.    

How to qualify

EDUCATION:  Possession of a baccalaureate degree from an accredited college or university; AND

EXPERIENCE:  Three (3) years full-time equivalent experience performing professional-level analytical work.  Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

SPECIAL CONDITIONS
Applicants must possess the following special conditions:

1. One (1) year of recent and verifiable professional level commercial real estate lease and property management administrative support experience.  AND

2. One (1) year of recent and verifiable professional experience, typically at the level required for class 1823, in the following areas of contract administration: contractor solicitation and selection; contract development and production; review and processing of approvals; and contract maintenance.

Notes:
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week).

The above minimum qualifications reflect special conditions associated with the position to be filled.  They may differ from the standard minimum qualifications associated with this classification.

DESIRABLE QUALIFICATIONS

  • One (1) year of commercial lease and concessions contracting experience, including developing and soliciting tenants or operators through requests for proposals (RFPs), contract development and production, review and processing of approvals, and contract maintenance.  (Note: experience with contracts and RFPs relating to the procurement of resources and professional services for building maintenance are not applicable.)
  • Accounting Ability:  Ability to understand, prepare, and maintain cost estimates and financial reports including experience using and formatting spreadsheets.
  • Marketing Skills:  Ability to create written promotional materials for a facility, an activity or event; create flyers and web pages.
  • Oral Communication Skill:  Ability to understand and follow oral instructions and to clearly and accurately communicate information to and respond to inquiries from the general public, permittees, lessees, supervisors, staff, city agencies and Recreation & Park Department (RPD) divisions.
  • Public Policy Experience: Two (2) years of senior level Public Policy Issues experience
  • Experience in public speaking
