About the Water Resources Division
Water is our most essential resource. However, increasing pressures on water supplies from extended periods of drought, population growth, regulatory challenges, and the many uncertainties brought about by climate change are threatening water security, so new approaches are needed to meet these challenges.

The San Francisco Public Utilities Commission (SFPUC) helps protect and stretch these supplies in many ways:

  • by partnering with the community to implement robust conservation programs,
  • by minimizing the need for additional water to serve new developments through pioneering an onsite water reuse program,
  • by recycling wastewater resources to deliver water for large parks and golf courses,
  • by utilizing local groundwater supplies to supplement surface water supplies, and
  • by investigating alternative water supply options – such as purified water and desalination - to ensure
  • sufficient water for future needs.

As water supplies statewide continue to be affected by dynamic forces including climate change, diversifying the City’s water supply portfolio is critical to providing a high-quality and reliable water service while protecting these precious resources.

Role description

About the Position
Under direction of the Water Resources Division Manager, the Groundwater Program Manager will be responsible for planning and developing a groundwater protection program and groundwater projects to help meet future water supply needs for the SFPUC’s retail and wholesale customers. The Groundwater Program Manager will be responsible for managing a team to develop groundwater management plan, maintain a groundwater quality monitoring and reporting program, preparation of agreements, groundwater feasibility studies, groundwater well projects and a oversee and manage a variety of Lake Merced projects.  Specifically, the Groundwater Program Manager will be responsible for establishing and tracking programmatic goals and priorities, including key decision points and milestones; working closely with internal and external partners to implement multi-party agreements; supervising the planning and implementation of complex multi-million dollar capital projects; adhering to budgets and schedules; and reporting out on project development progress on a regular basis.

Essential duties and responsibilities include but are not limited to:

Strategic Planning

  • Develop clear goals and priorities to for the water supply planning
  • Develop planning tools to track project development progress against planning objectives
  • Coordinate with internal and external stakeholders to align planning needs
  • Work closely with other utilities, regulators and professionals on developments in water supplies

Supervisory and Program/Project Management

  • Lead cross-functional teams to achieve collective program objectives
  • Develop capital budgets and projections related to program objectives
  • Prepare documents such as multi-party agreements and memorandum of understanding documents
  • Track and report on several projects, individually and collectively
  • Direct the allocation of resources to achieve timely outcomes, within budget; adjust plans to meet emerging or changing program needs while continuing to address established priorities
  • Directly supervise other SFPUC staff

Effective Communications

  • Serve as the agency representative in water supply planning program priorities
  • Coordinate thoughtful outreach plan to engage with internal and external stakeholders
  • Deliver presentations to a variety of audiences and stakeholders representing water supply program interests
  • Negotiate complex multi-party agreements

How to qualify

Minimum Qualifications: Minimum qualifications reflect the lowest level of acceptable education and/or experience required of an individual such that the individual reasonably could be expected to satisfactorily perform the duties of the position.  Candidates must meet all the requirements established by the MQs to be considered for the position.

  • Education: Possession of a bachelor’s degree or higher from an accredited college or university; AND
  • Experience: At least eight (8) years of professional experience in water supply planning, strategic planning, and project management; of which three (3) years must include experience supervising professionals.

Education Substitution: Applicants may substitute up to two (2) years of the required education with additional years of qualifying experience in water supply planning, strategic planning, and project management.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience in capital project planning and water supply development.
  • Knowledge of and involvement with regulatory developments and trends at the state and federal level.
  • Experience representing a utility or similar organization at public meetings, industry conferences, and other venues.
  • Experience leading public outreach and engagement efforts.
  • Possession of a degree from an accredited college or university in Public Policy/Political Science, Law, Business Administration, Finance, Strategic Planning, Project Management, Communications or other closely related program.
  • Possession of a Master’s Degree.

What else should I know?

Compensation and Benefits: The normal annual salary range is $148,304 and $189,306. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight:100%): 
Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position.  Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the Supplemental Questionnaire are subject to verification.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.
