Role description

Located near Twin Peaks with free on-site parking, JPD is easily accessible by public transportation. Under general direction, the JPD Superintendent of Buildings and Grounds will focus on managing and directing personnel in the safe operation, maintenance, and repair of buildings and surrounding grounds, including physical properties, machinery, equipment, and other facilities. This position also involves maintaining environmental health and safety compliance in accordance with local, state, and federal laws and regulations. A Correctional Facility Pay Premium is available when applicable, as our facilities include oversight of our administrative building (built in 1945), our Juvenile Justice Center (built in 2006), and the City’s Log Cabin Ranch (located in La Honda, CA) while it remains under JPD’s jurisdiction. The department utilizes high-pressure steam boilers that require Stationary Engineer oversight 24 hours a day, 7 days a week.

The Building and Grounds team currently consists of one Senior Storekeeper (1936), two Senior Laundry Workers (2770), one Chief Stationary Engineer (2705) overseeing five Stationary Engineers (7334) and four Utility Worker Specialists (7524), and one Custodial Assistant Supervisor (2716) overseeing five Custodians (2708). This hard-working and dedicated crew is a mix of long-tenured employees and those newer to the city who are eager to learn and gain new skills and experiences. Our team leaders have instilled the virtues of teamwork, communication, and adherence to policy within the team.

Areas of operation may include but are not be limited to the following: boiler rooms, heating and cooling systems, pumping and/or storage facilities, generators, emergency back-up equipment, elevators, landscaped areas adjacent to buildings, irrigation systems, pedestrian walks, roadways, automobile parking areas, kitchen and laundry equipment, bridge hydraulic and electrical distribution systems, diesel fueling equipment, vehicle wash racks, industrial waste equipment, hydraulic lifts, computerized systems including life-safety systems, energy conservation systems, preventive maintenance systems, work-order monitoring systems, building management and maintenance systems, telecommunications systems, water treatment and/or chemical treatment facilities.

Essential Duties and Responsibilities:

The essential duties of the position include, but are not limited to:

  1. Supervises the activities and personnel engaged in the general maintenance and repair of all buildings and grounds which may include housekeeping activities (e.g., laundry services).
  2. Plans and directs a continuous preventative maintenance program, renovation, and capital improvement projects and related programs; assigns duties to all permanent craft and building trade mechanics, operating engineers and maintenance personnel engaged in the upkeep and operations of buildings and adjacent grounds; inspects and certifies as to satisfactory completion of work done by city shops or crafts under private contract prior to certification for payment.
  3. Develops, interprets, coordinates and enforces policies, methods and procedures for a comprehensive overall maintenance and repair program; making regular contacts with supervisory personnel in various departments and with representatives of outside organizations in connection with maintenance and repair matters; checks, reviews and approves detailed operational and work performance data and reports.
  4. Makes recommendations to supervisor concerning probationary reports on employees supervised and in other matters; authorizes the employment of all temporary and/or interdepartmental specialized personnel for specific projects, as found necessary for the proper operation and maintenance of all facilities; keeps records of time and work done and other operational activities.
  5. Confers with the administrator, department heads, City departments, contractors, outside organizations, tenants, the public and others concerned to effectuate necessary coordination required in the satisfactory functioning of maintenance and operational activities.
  6. Designs, monitors and maintains building systems and maintenance operations using applicable software; Plans and supervises the repair, maintenance and alteration of mechanical and electrical systems; advises administrator and department heads on specific operational or mechanical features of complex equipment.
  7. Acts in behalf of the administrator or department head during various engineering and architectural design stages pertaining to the rehabilitation or repair of major machinery and equipment units; correlates various operations in connection with their installation.
  8. Supervises all power plant operations including steam and electrical power generation and distribution; refrigeration and air conditioning; elevator equipment; supervises maintenance and repair of all laundry and kitchen equipment, elevators and repair shops.
  9. Prepares annual budget estimates for activities and projects supervised; confers with administrator on requirements for personnel, materials, supplies and equipment; subsequently is responsible for expenditures for professional and nonprofessional services and purchase of operational materials and supplies within budgetary allocations.
  10. Supervises the maintenance and routine care of the landscaped areas adjacent to all buildings including care of trees, shrubs, flowers and lawns; supervises the maintenance of all pedestrian walks and automobile parking areas; and directs the removal of hazardous materials.
  11. Coordinate projects by collaborating with key stakeholders, including Public Works and agents associated with inspections process requirements; assure department's regulatory compliance with annual permits, site inspections and visits, etc.
  12. Manage facilities’ key inventory and distribution; oversee departmental fleet management (20 vehicles).
  13. Supports executive leadership with developing and executing department's Emergency Action Plan.  

    How to qualify

    Minimum Qualifications:

    1. Eight (8) years of experience operating, maintaining and repairing a wide variety of mechanical, electrical, pumping, heating, air conditioning, ventilation, refrigeration and related plant machinery and systems found in large industrial, production, commercial or institutional buildings; AND
    2. Four (4) years of the total eight (8) years of experience must have been in a supervisory capacity directing the operation and maintenance activities of subordinate personnel; AND
    3. Possession of a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment (HVAC) or other refrigeration equipment using CFC's and HCFC's; AND
    4. Possession of a valid Class “C” Driver License.

    Desirable Qualifications:

    • Experience in the public sector.
    • Knowledge of developing and implementing facility and construction plans and resource allocation that affect an entire department.
    • Ability to manage multiple projects simultaneously, including capital projects, project budgets, expenditures, financial forecasting, and resource allocation.
    • Ability to communicate and collaborate effectively with stakeholders and diverse teams, both internally and externally.
    • Ability to deliver presentations and represent the department in a professional manner during public meetings, such as the Capital Planning Committee.
    • Skilled in working with and managing contractors and vendors, including cost benefit analysis to determine and support make/buy and in-house/out-source decisions.
