The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. This position is located within the Division of Emergency Services (DES), which prepares for and responds to “not so everyday” emergencies in San Francisco. Primary functions of the Division include managing San Francisco’s Emergency Operations Center, monitoring citywide situational awareness, performing hazard and threat analysis, developing and overseeing the City’s emergency plans and training program, engaging and developing community partners in disaster resilience, and coordinating citywide logistics.

Appointment Type: This is a Permanent Exempt (PEX) appointment not to exceed three (3) years. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. This is a full time, 40 hours per week appointment.
Role description
Under the direction of the Assistant Deputy Director, this position will provide oversight and management of both day-to-day and emergency logistics functions for the Division of Emergency Services. This position develops and implements operational strategies, policies, and procedures, including those related to the Emergency Support Function #7 (Logistics) and Emergency Support Function #17 (Volunteer and Donations Management) annexes to the city’s Emergency Operations Plan and the activation of the Emergency Operations Center. This position will also serve as the Logistics Section Chief in the Incident Command System emergency response organization and will therefore coordinate and direct departmental and citywide resources for emergency response and recovery.
This position will lead and manage the maintenance of a robust logistics function within the Department of Emergency Management, Division of Emergency Services. The objective of this project is to build and maintain a logistical team within DES that is comprised of staff that have an understanding of emergency management as well as critical project management functions related to logistics. This position is integral to that objective, as it serves as the manager of that team and all citywide logistics projects.
Essential Duties and Responsibilities:
The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.
- Oversee and manage day-to-day divisional and certain citywide logistical functions, including management and inventory of supplies for weather relief centers, requests for emergency staff for special projects or EOC activations, management of satellite locations associated with DES initiatives (respite centers, warehouses, etc.) and their contents.
- Serve as the Logistics Section Chief, or other position in the Logistics Section, during Emergency Operations Center activations including acting as the DEM lead for emergency logistical needs, including coordination of space, property, staff, technology, procurement of equipment, and mutual aid requests.
- Manage and oversee the revision of the Emergency Support Function #7 plan as an annex to the City’s Emergency Operations Plan which includes planning for volunteers and personnel, donations, facilities, fuel, staffing, and other critical resources.
- Manage and oversee the development of protocols related to the activation of the San Francisco Emergency Operations Center.
- Manage DEM Division of Emergency Services equipment and supplies inventory.
- Coordinate with City departments to develop and implement operational strategies, policies, and procedures related to day-to-day and emergency response logistics functions, including preparing written documents and reports.
- Implement corrective actions and improvements associated with logistical coordination or operations on behalf of the Department.
- Establish a deep understanding of the priorities of the Department and the City, to develop strategies and innovative practices to achieve desired outcomes.
- Track, analyze, and understand CCSF, state, and federal emergency procurement and reimbursement guidelines and requirements. Act as the Department’s representative on these requirements and coordinate with other relevant City departments, including Controller’s Office and Office of Contract Administration, to ensure compliance.
- Design, develop, maintain, and update a database of resources Citywide for use during emergency planning, response, and recovery operations, including but not limited to lists of supplies, equipment, personnel, and facilities/land.
- Develop agreements with vendors, City departments, and neighboring counties, including Memoranda of Understanding/Agreement, to support emergency logistics functions.
- Support other divisions within the Department as necessary with contracts and procurement actions as required.
- Other duties as assigned.
Supplemental Information:
- This position will be required to carry a work-issued cell phone.
- This position is required to serve as a 24/7 on-call Manager On Call on a rotational basis; this position will require flexibility to perform various assignments both scheduled and unscheduled such as responding to an Emergency Operation Center, supporting special events and leading community outreach and may include working weekends, evenings, shifts, and holidays, as necessary.
- This position will be required to obtain a Type III level Credential in at least two Incident Command System positions within two years of employment. Training time toward this achievement will be allowed as a portion of the workday.
How to qualify
Minimum Qualifications
These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification:
- Possession of a baccalaureate degree or higher from an accredited college or university; AND
- Three (3) years of professional experience in logistics or emergency management; AND
- Possession of a valid Driver’s License. A valid California Driver’s License will be required at appointment.
Substitution Note: Additional qualifying full-time work experience (2,000 hours equals one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.
Desirable Qualifications
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Two (2) years of experience supervising professionals
- Experience in inventory, supply chain, or product management
- Local, state or federal emergency response experience in an Incident Command Post, Department Operations Center or Emergency Operations Center
- ICS, SEMS, and/or NIMS certifications
- Ability to multi-task and meet deadlines
- Strong project or program management skills

SELECTION PROCEDURES:
