The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Role description

The San Francisco Department of Public Health (SFDPH), Behavioral Health Services (BHS), Children, Youth, & Families System of Care (CYF SOC) oversees a continuum of care (prevention/health promotion; outpatient; intensive; crisis; residential services) for children and youth (ages 0 -18 and up to 21) and their families. These services are delivered by a large network of both Civil Service and Contracted providers, and in close partnership with other City and County of San Francisco (CCSF) Departments providing services to children and youth including Human Services Agency-Child Welfare division, Juvenile Probation Department, and San Francisco Unified School District.

Under direction of 0933 CYF Director, the 0922 CYF Assistant Director of Children, Youth, & Families System of Care oversees the Intensive Services & System Involved Portfolio. This includes direct oversight of intensive civil service clinics (Family Mosaic Project, Foster Care Mental Health, Special Programs for Youth), 2593 Intensive Services Coordinator, and a vast portfolio of intensive services contracted providers. In addition, there is close collaboration with DPH Comprehensive Crisis, BHS Managed Care Department, DPH Business Office, HR, IT; in addition to external stakeholders such as Child Welfare, Juvenile Probation, SFUSD, and hospitals. This position will support DHCS legislation related to CalAIM and other Federal, State, and Local legislation and initiatives pertaining to intensive services and system involved youth. Furthermore, this position will also oversee CYF Risk Management & Intensive Services Review Committee and play instrumental roles in CYF Management, Leadership, System of Care Provider Meetings, and Civil Service Director Meetings.

This position oversees the visioning and operational oversight of CYF’s Intensive Services, Crisis, & Residential Continuum & Services. This includes the following types of programs/services for high acuity youth and those involved in child welfare and juvenile justice: Intensive Outpatient Providers who deliver Intensive Care Coordination (ICC) & In Home Behavioral Support (IHBS); Intensive Supervision Clinical Services (ISCS for Justice involved youth); WRAP; Therapeutic Behavioral Services (TBS); Intensive Services Foster Care (ISFC); Short Term Residential Therapeutic Programs (STRTPs); Crisis Stabilization Unit (CSU), Hospital Diversion (HD), 24/7 Mobile Response Team (MRT), Intensive Outpatient (IOP) & Partial Hospital Programs (PHP); Inpatient Hospitalizations). As part of this oversight, this position will maintain the CYF Intensive Service Guidelines for ICC/IHBS providers, ensuring alignment with Federal and State requirements and the mission of CYF. Furthermore, in coordination with CYF Clinical Operations, this position will plan and implement regular ICC/IHBS Meetings providers to address the following: 1) current documentation standards and requirements, and 2) practice requirements for ICC & IHBS. This position will assess and plan system wide trainings for Intensive Service Providers to promote a standardized and shared vision for intensive services for children, youth, and families, including, but not limited to CFT teaming approaches, family centered care, level of care assessment and service planning, and intensive care coordination for all SF Youth.

ESSENTIAL DUTIES:

1. Manages intensive services, child welfare, and juvenile justice related providers contracts & budget.

2. Plans, monitors, evaluates, and supervises the work of multiple, complex and diverse programs and projects that provide intensive services for children, youth and families at multiple sites, including both City and County of San Francisco civil service program sites and sites contracted through non-profit community-based organizations.

3. Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth, efficient and effective delivery of services to clients, particularly in the area of maintaining adequate service delivery capacity to meet client demand for services.

4. Adjusts plans and procedures to meet the needs of emerging or new programs, while continuing to meet major departmental priorities; train, coach and evaluate personnel regarding policies, procedures and practices and monitor improvements in performance; coordinate with other managers to meld operations into an orchestrated delivery system to accommodate City-wide needs and ensure that limited resources are deployed to benefit the needs of children, youth and families and the City’s risk is shared amongst providers.

5. Assigns and monitors subordinates with job tasks and coaches to improve performance.

6. Directs policy development and program planning.

7. Fosters collaboration among sub-units and participates in the service delivery system coordination and planning, problem solving, and policy development of assigned modalities of care within the SOC. 

8. Communicates regularly with executive-level management regarding CYF SOC activities and coordinates efforts with other City departments in addressing the needs of the City and County of San Francisco.

9. Evaluates activities and provides large scale data analysis.

10. Develops and implements policies and procedures to ensure high-quality clinical operation of the SOC that complies with relevant city, county, state and federal regulations (including in the regulatory compliance of client medical records). Supports efforts to monitor and evaluate the effectiveness and efficiency of the division's service delivery system. 

11. Assist the System of Care Director of the Child, Youth and Family Services Section in an annual city budget preparation by providing detailed justification and persuasive arguments for proposals or initiatives.

12. The Assistant Director performs other duties as assigned

Required Minimum Qualifications (all applicants must verify that they meet the elements below):

Minimum Qualifications

Experience: Five (5) years of experience providing, overseeing, monitoring, or coordinating behavioral health services to children, youth, and families.

Education

Bachelor’s Degree from an accredited college or university.  

Education substitution

Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Desirable qualifications

License:

Possession of a valid license issued by the California Board of Behavioral Sciences (BBS)

•            Licensed Clinical Social Worker (LCSW)

•            Licensed Marriage and Family Therapist (LMFT)

•            Licensed Professional Clinical Counselor (LPCC)

•            Licensed Educational Psychologist (LEP)

•            Licensed Clinical Psychologist (PhD, PsyD)

OR

•            Licensed Physician and Surgeon certified in Psychiatry by the American Board of Psychiatry and Neurology.

Education

Licensure education program or experience qualifying an applicant for the above licenses.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).
