The Workforce Development Division of the Office of Economic and Workforce Development (OEWD) coordinates the San Francisco Workforce Development System, which is a network of public, private and nonprofit service providers that serve San Francisco job seekers and employers. OEWD strives to ensure that San Francisco has a qualified workforce that attracts, retains and expands industries, and enhances the quality of life in the City.

Role description

Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Position Description: 

The Workforce Planning Manager (9775 Senior Community Development Specialist II) will report to the Workforce Impact Manager and lead strategic planning, fund development, research and evaluation, and policy body administration.

The Workforce Impact Unit sits within the Workforce Strategy team and supports the Workforce Division’s short- and long-term strategic planning, fund development, legislation and policy analysis, research and evaluation, policy body administration, and compliance functions.

Under general direction, the Senior Workforce Planning Manager (9775 Senior Community Development Specialist II) performs difficult and complex program planning, development, implementation, monitoring and evaluation assignments; coordinates the development of plans and programs of major workforce development program areas; conducts and coordinates studies and surveys; provides technical assistance to project staff and other agencies; and performs related duties as required.

The Workforce Planning Manager (9775 – Senior Community Development Specialist II) will supervise a staff of one, and may supervise a staff of up to three to successfully perform its duties.

Specific functions include:  

Strategic Planning and Special Projects

  • Lead strategic planning including the development of the City’s Local and Regional WIOA Plan, Bay Area Comprehensive Economic Development Strategy, Citywide Workforce Development Plan, Community Development Block Grant Consolidated Plan, OEWD Strategic Plan, and other relevant strategic plans.
  • Build partnerships with internal and external stakeholders across the San Francisco Workforce Development System and nine-county Bay Area economic planning region.
  • Coordinate responses to data requests and audits relevant to OEWD’s Strategic Plans, Citywide Workforce Development Plan, Racial Equity Action Plan, and other plans and projects.
  • Facilitate interdepartmental working groups and committees.
  • Support research and analysis of local, State, and Federal workforce policies and legislation.
  • Lead priority Workforce Division projects and manage Workforce Strategy contracts and grants.

Boards and Committees

  • Coordinate Workforce Division policy bodies (e.g., Workforce Investment San Francisco board (WISF), WISF Executive Committee, Committee on City Workforce Alignment (CCWA), et al.).
  • Set agendas and develop meeting materials including calendars, agendas, presentations, and meeting minutes.
  • Maintain policies, processes, and records in compliance with Brown Act, Sunshine Ordinance, and other relevant Federal, State, and Local legislation and Good Government principles.
  • Provide executive support for quarterly convenings of the Committee on City Workforce Alignment (CCWA), Workforce Investment San Francisco (WISF) Board, community advisory bodies, and other policy bodies to committee members and workforce staff.
  • As needed, represent OEWD at public meetings, community engagement events, City policy body meetings, and other convenings, including the CCWA and WISF.

Program Planning and Evaluation

  • Coordinate Workforce Division Procurement process in partnership with Workforce Division leadership and subject matter experts.
  • Work closely with program staff to integrate workforce theory and research into practice.
  • Lead evaluation of Citywide workforce programs, including annual data collection, cleaning, and report production for the annual Workforce Services Inventory and other program evaluation projects.
  • Assist with departmental and inter-departmental program planning and program evaluation.

Fund Development

  • Lead fund development and fundraising strategies on behalf of the Workforce Division.
  • Track state, federal, and philanthropic development opportunities through legislative analysis, policy guidance, and procurement releases.
  • Coordinate with internal and external stakeholders for proposal development.
  • Draft grant proposal content.
  • Prepare supplemental materials including budget documents, work and participant plans, letters of support, etc.

Workforce Research and Analysis

  • Conduct detailed research and analysis of evidence-based and best policies, practices, and procedures in the field of workforce development (quantitative and qualitative research).
  • Track relevant Federal, State, and Local workforce legislation and work with Senior Management to develop OEWD positions in response to State and Federal workforce legislation.
  • Prepare policy papers and memoranda for the Workforce Director and senior management.
  • Develop and implement trainings for staff and community partners on key workforce issues.
  • Conduct labor market research using labor market statistics as well as stakeholder surveys.
  • Other duties as assigned.

General Services

  • Support interdepartmental and intra-agency coordination, including special projects and program pilots with key stakeholders, to ensure to the fullest extent possible that OEWD’s Principles of Employment Equity are achieved through the alignment of workforce development programs.
  • Support policy and planning efforts as required to advance the City’s economic recovery and employment equity goals.
  • Managing staff.
  • Perform additional duties as assigned.

How to qualify

Minimum Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications

  • Excellent interpersonal, written, and verbal communication skills.
  • Willingness to team with other subject matter experts.
  • Knowledge of workforce and economic development practices, principles, and policies.
  • Knowledge of San Francisco’s local government, workforce development, and social services infrastructures.
  • Experience with meeting facilitation and complex project management.
  • Experience working in government and/or nonprofit settings in service of economically vulnerable clients and clients from disinvested communities.
  • Demonstrated ability to develop and manage relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations, and others.
  • Experience with program planning and evaluation in conformance with Federal and State requirements and Local stakeholder engagement.
  • Experience with administering program evaluations and data collection, including survey instrument design, data maintenance, data cleaning, data governance, ethical use of data, sourcing publicly available data sets, data visualization, and preparing reports and plans describing data.
  • Knowledge of Brown Act, Sunshine Ordinance, and Good Government principles.
  • Knowledge of State and Federal workforce and economic development policies, especially with regards to the Workforce Innovation and Opportunity Act (WIOA), Trade Adjustment Act (TAA), US Department of Labor, California Employment Development Division, and Equal Employment Opportunity Commission
