The Mission of the San Francisco Department of Public Health (DPH) is to protect and promote the health of all San Franciscans. DPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health Division (PHD), Behavioral Health Services (BHS), and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

Role description

POSITION DESCRIPTION:
Under general administrative direction, the 0942 Director, Public Health Laboratory manages the Public Health Laboratory which provides laboratory services to the Department of Public Health (DPH) and other health related agencies; the responsibilities are scientific, managerial and administrative in nature.

ESSENTIAL DUTIES:
The Director, Public Health Laboratory also performs the following essential duties: 

  • Plans, organizes, and directs the activities of the City and County of San Francisco’s (CCSF) Public Health Laboratory;
  • Determines services and methods to be used by the laboratory based on availability, clinic requests, and other factors;
  • Develops, implements, and monitors the division budget which includes preparing and administering the general fund as well as several grant funding sources;
  • Reviews and evaluates the CCSF Public Health Laboratory’s overall quality assurance plan which includes, but is not limited to, equipment procurement and maintenance, personnel evaluation, proficiency testing, accuracy of reports, and relevancy of testing methods;
  • Recruits and mentors laboratory staff which includes training incoming laboratory professionals, evaluates staff performance, and provides coaching, if needed;
  • Prepares technical and administrative reports for grant, publications and regulatory requirements;
  • Serves as a technical consultant/resource for Department of Public Health healthcare providers and divisions;
  • Develops and presents educational and/or training sessions to colleagues and staff, as needed;
  • Maintains and fosters communication with laboratory users;
  • Attends meetings and represents the department, as required; and

The Public Health Lab Director (0942 Manager VII) may perform other duties as assigned or required.

How to qualify

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

Option 1 Possession of an earned doctoral degree, from an accredited college or university, in public health, veterinary medicine, or a chemical, physical, biological, or clinical laboratory science AND possession of valid board certification (or eligibility, see Conditions of Employment) by a minimum of one (1) of the following Boards for Laboratory Directors of High Complexity Testing, approved by the United States Department of Health and Human Services:

  • American Board of Bioanalysis (ABB)
    • ABB Bio analyst Clinical Laboratory Director (HCLD) boards exam, including microbiology or public health microbiology exams
    • ABB Public Health Laboratory Director board exam, including public health microbiology exam
  • American Board of Medical Laboratory Immunology (ABMLI)
    • ABMLI exam
  • American Board of Medical Microbiology (ABMM)
    • ABMM exam; 

OR

Option 2 Possession of a valid license as a Doctor of Medicine or Doctor of Osteopathy by the Medical Board of California AND possession of valid board certification in anatomic and/or clinical pathology by the American Board of Pathology or the American Osteopathic Board of Pathology; 

            AND

Experience: Four (4) Years of verifiable professional experience managing a Public Health Laboratory; including all of which includes directing and/or supervising professionals in high complexity testing.

Conditions of Employment:

A. For applicants qualifying with Option 1 above:  Board eligible applicants must submit an official letter with their online application, from one of the Boards identified in Option 1, certifying eligibility to participate in the one of the examinations identified in Option 1. 

B. For applicants qualifying with Option 1 above:  Within eighteen (18) months of hire, employee must possess valid board certification from one of the Boards identified in Option 1.

C. All applicants: Within eighteen (18) months of hire, employee must possess a valid California Public Health Microbiologist (PHM) certificate.

Note: One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.
