About:

Permanent-Exempt.  This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.  Duration of appointment is 36 months.

Project Manager Opportunities
This recruitment is for one (1) 5502 Project Manager I position to support the Lead Project Manager on the Mel Leong Treatment Plant (MLTP) Process Upgrades, one (1) 5502 Project Manager I position to support the Lead Project Manager on the Parking Access and Revenue Control System (PARCS) Replacement and one (1) 5502 Project Manager 1 position to support the Lead Project Manager on the Energy Resilience Solar and Storage project.

Applicable Projects/Programs

Mel Leong Treatment Plant (MLTP) Process Upgrades Project
The project will improve efficiencies, meet regulatory compliance and energy/emissions savings across the facility, and improve the health of operators. The project scope will address deficiencies and aging infrastructure of the Sequential Batch Reactors (SBRs) that treat the wastewater flowing through the Sanitary Sewer Plant. One new SBR will be constructed, and the existing three SBRs will be upgraded to comply with new regulatory requirements as well as increased flows due to more passenger traffic through the Airport. System upgrades and improvements to address aging infrastructure will be made to optimize, standardize, and build resilience across multifunctional equipment serving the plant.

Parking Access and Revenue Control System (PARCS) Replacement Project
The project will replace the existing Parking Access and Revenue Control System (PARCS).  System consists of all infrastructure, equipment, software, hardware at all entry lanes, exit lanes, and head end software/hardware.  Replacement also includes the expansion of the parking guidance system, and implementation of a new mobile License Plate Recognition (LPR) enforcement application software/hardware with employee permit application.

Energy Resilience Solar and Storage Project
The project will design, install, commission, and optimize solar panels across campus buildings and parking areas to provide an (estimated) additional 50MW of onsite, renewable electricity across 95 sites. All the solar systems identified comply with the 2021 FAA Solar Guidance and have undergone preliminary design. This project will increase the existing solar generation potential by 50%, in support of SFO’s resiliency, electrification, and zero net energy initiatives as well as reduce electrical utility costs by at least $500,000. Furthermore, this project will install batteries to store onsite energy generated from solar arrays, test building load management capabilities, and evaluate the potential of SFO’s first microgrid.

Role description

At the direction of the Lead Project Manager, the 5502 Project Manager I shall be responsible for implementing their assigned project with an Exceptional Project Outcome (EPO).  This includes incorporating the stakeholders’ needs/requirements, maintaining the project cost/schedule, and successfully activating the new or renovated facilities/systems.

The essential functions of this classification include the following, as applicable to the assigned project:

  • Facilitates and coordinates the Contractor collaboration with Stakeholders, including internal Airport departments and outside agencies.
  • Reviews Change Orders, RFIs, and Submittals and makes recommendations for approval.
  • Reviews Contractor Progress Payments and makes recommendations for approval
  • Prepares Commission Packages for review and approval by the Lead Project Manager
  • Prepares and presents project status update presentations at Partnering and other meetings
  • Represents the Lead Project Manager, as required, including, field coordination, meeting attendance, team collaboration, contract administration support, and coordination with the Contractor teams
  • Communicates with the Airport Duty Manager regarding project activities
  • Oversees the Contractor coordination with BICE plan review, responses, and inspections
  • Elevates lingering project issues to the Lead Project Manager, and assist in resolution, if required
  • Reviews, and recommends for submission, Weekly Reports and Monthly Reports
  • Acts as the primary point of contact for notifications on safety and/or property damage incidences
  • Provides support to Contracts Procurement team for bidding, award, and contracting
  • Provides support to Grants Development team for planning, application, award process, reporting and closeout

How to qualify

Bachelor’s degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR

A Bachelor's degree in another field plus six years of responsible experience in a field directly related to the project, OR

Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

California registration as professional engineer or architect.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
As applicable to assigned project:

  • Familiarity with airfield design and construction principles, including FAA Advisory Circulars, airfield operational protocols, aviation planning, and associated infrastructure.
  • Experience with the design and construction of commercial and industrial facilities, including structural, mechanical, electrical, plumbing, and special systems.
  • Experience with developing shell space for tenant improvements by others.
  • Familiarity with the principles of sustainability and the incorporation of sustainable measures and systems throughout the project lifecycle. 
  • Exceptional oral and written communication skills.
  • Experience in managing project budgets, cost forecast and schedules. 
  • Experience with Design Build or CM/GC (CMAR) Project Delivery.
  • Clear understanding of a collaborative & integrated team environment.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission.
