This is a Permanent Exempt (PEX), part-time position. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

Role description

The Disability Evaluation Consultation Unit (DECU) Physician Specialist will assist in the assessment of clients of County Adult Assistance Programs (CAAP) to determine if they have disabling medical conditions. The clientele are adults, who present with a wide range of medical and behavioral health disorders. Most of these clients have no current treatment providers and have inconsistent treatment histories. The clientele are approximately 70% male 30% female and 30-40% report that they are homeless.

Essential Duties and Functions:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1. Collaborate with the supervisors of the Supplemental Security Income (SSI) Case Management and Triage Units to ensure the implementation of consistent polices and assessment procedures and practices.

2. Develop effective consulting relationships with the members of the DECU team, SSI Case Management/Triage Staff, Employment Specialists and Trainers, Eligibility Workers and Unit Supervisors.

3. Conduct and assist in the completion of Medical and Behavioral Health Assessments of CAAP clients.

4. Conduct functional assessments of CAAP applicants and recipients as needed; consult with Triage Staff to assist in making conclusive determination of employability or disability.

5. Conduct collateral interviews with primary care and behavioral health staff to obtain necessary medical records and information.

6. Review existing medical records, and request and review additional medical records to determine employability or disability.

7. Conduct physical assessments to provide medical evidence to support clients' application for Social Security Benefits as necessary.

8. Ensure that the development and implementation of DECU assessment protocols and other procedures are consistent with Department and Human Services (DHS) policies and procedures.

How to qualify

1. Experience: Successful completion of a residency program accredited by the Accreditation Council for Graduate Medical Education or American Osteopathic Association in the appropriate medical specialty area for the assigned facility or division (i.e., Board Eligible).

AND

2. License and Certification: Possession of a valid license to practice medicine issued by the Medical Board of California or the Osteopathic Medical Board of California.

The selection process will include evaluation of applications in relation to minimum requirements.
