    Wastewater Enterprise:

    The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, over 1,900 miles of pipe, and benefit every resident and visitor of San Francisco.

    WWE operates three all-weather wastewater treatment plants, one wet-weather facility, 27 pump stations, eight transport/storage facilities, and 36 combined sewer discharge structures to treat an estimated 34.5 billion gallons of wastewater in a typical year. Of that 34.5 billion gallons, approximately 24 billion gallons per year receive full secondary treatment, 9 billion gallons per year receive primary or decant treatment and are discharged to deep-water outfalls, and 1.5 billion gallons per year receive the equivalent to wet weather primary treatment and are discharged through nearshore outfalls.

    In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil amendment across the Bay Area.

    Role description

    Project Name: Southeast Community Center (SECC) - 1550 Evans

    Position Description:

    Under the direction of the SECC (1824) Deputy Executive Director (DD) and frequent coordination with SECC Leadership, including the Deputy Executive Director and the Facilities Manager, the Community Programs Analyst is a vital member of the SECC team responsible for developing and maintaining internal processes and procedures, reporting center operations and schedules with relevant stakeholders, managing revenue and fees received for reservations, and leads the event monitor staff.

    The center expects to host more than 1000 events annually. The Community Programs Analyst will be responsible for:

    • Administering the Reservation System; monitoring, tracking, and correcting program objectives as needed to refine service quality.
    • Applying user policies and procedures; Maintaining the Reservation System
    • Evaluation of the Reservation Program, analysis of performance indicators, Levels of Services, and developing recommendations for program augmentation and/or improvement.
    • Conducting fiscal accounting, reporting, billing, revenue collection, and processing refunds.
    • Serve as lead worker to clerical, technical staff, Event Monitoring staff.

    Additionally, the Community Programs Analyst supports the Deputy Executive Director design, implement, and evaluate SECC’s core community-based program portfolio.

    Essential Duties and Responsibilities:

    Community Programs Analyst essential duties include:

    1. Data Analysis: Conduct data and programmatic analysis using analytical programs. Uses analytical programs to conduct analysis, such as CRM, Salesforce, Power BI, and RecDesk. Develops findings and actionable recommendations informed by the SECC’s operational context to support programmatic and policy and procedures decisions by the agency’s executive leadership and program directors.
    2. Customer Service: Day-to-day, this position is responsible for user experience strategies related to managing publicly rentable spaces, maintaining an activity calendar for facilities, resolving conflicts over booking dates/times; and maintaining records on all events. In addition, the Community Programs Analyst ensures all SECC events are correctly set up and resourced per event agreements and, at the end of events, ensures that all facilities are clean, loaned resources are secured, and stored appropriately in preparation for the next event. During events, the Community Programs Analyst or designee will monitor participants and assist with facility needs. Their hours will be variable to accommodate evening and weekend events.
    3. Liaison:  Analyst will collaborate cross divisionally and with other City Departments, community stakeholders, the public and other SECC partners.
    4. Program Support: Supports the design, implementation, and evaluation of SECC strategic core programs/initiatives including the Technology Access Program and Reservations Program.  Ensures SECC Programs/sponsored activities integrate Racial Equity, Environmental Justice and Community Benefits policies to ensure alignment with the historical Mitigation and SECC Mission.
    5. Accounting: This role handles the day-to-day accounting functions for the SECC, specifically the management of users' deposits and deposit refunds, in coordination with the SFPUC Accounting Division to ensure checks and credit card transactions are validated, reconciled, and recorded timely and accurately and refunds of deposits to customers are reviewed and signed off properly according to SFPUC policies and procedures. In addition, this role is responsible to review supplier invoices and work with suppliers and SFPUC Accounting to pay suppliers timely. These accounting functions shall be supervised, coordinated, and reviewed by the Executive Director.
    6. Reporting: The Community Programs Analyst is responsible for all necessary reports, promptly maintaining certifications, materials, and supplying requests to the FM. Additionally, the Community Programs Analyst will assist the FM in preparing the annual, five, and 10-year facilities operating budget in consultation with the Executive Director.
    7. Team Leadership: Leads event support staff. Plans, organizes, assigns, and oversees day-to-day work assignments for event management ensuring efficiency, customer satisfaction.
    8. Performs related duties as required.

    The SECC staff functionally reports to the External Affairs Bureau of the SFPUC, while the SFPUC's Wastewater Enterprise provides funding for the building and staff and will coordinate closely with both.

    Position Location:

    • Southeast Community Center, 1550 Evans Avenue, San Francisco, CA 94124.

    Position Working Schedule:

    • Monday- Friday, 8:00 a.m. – 5:00 p.m.
    • Required to work evenings and weekends as needed.

    How to qualify

    Education:

    • Possession of a baccalaureate degree from an accredited college or university, and

    Experience:

    • One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

    Substitution:

    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

    Desirable Qualifications:

    • Valid California Driver's license.
    • Experience developing and evaluating programs, particularly those that foster community engagement, stakeholder relationships, and customer service.
    • Reservations management and scheduling in shared-use building such as a community center.
    • Intermediate level MS Excel skills.
    • Effective conflict resolution skills, especially in diverse settings.
    • Experience working in diverse communities that promote social and environmental justice goals, especially communities that are similar to the demographics of District 10 and areas surrounding the Southeast Community Center.
    • Experience working with internal and external stakeholders and cross functional teams.
    • Experience planning community events.
    • Bilingual in Spanish.
