The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration.
Role description
Under general direction of an IT Program Management Office (PMO) Manager, the principal Business Analyst manages multiple functions. Duties include a wide range of analysis and coordination activities to lead and support implementation of IT projects in a healthcare setting. In addition, the position may manage IT projects that could include coordinating facilities, IT infrastructure, software development, and/or vendor management. The principal business analyst will provide leadership and direction to other project team members and may provide supervision to a team of IS Analysts. The business analyst will ensure that all projects adhere to the departments healthcare privacy and security guidelines. Understanding the use of electronic health/medical records in a healthcare environment is strongly preferred.
- Develop business and technical requirements for healthcare related projects
- Manage medium sized IT projects in healthcare setting
- Follow the department's project management methodology and utilize tools such as MS Project
- Develop all project management related documents and effectively communicate status reports
- Follow all healthcare compliance and security guidelines when implementing projects
- Act as the liaison among vendors, business owners and technical support staff to resolve complex systems problems.
- Assist in the coordination and implementation of corrective measures.
- Work effectively with all stakeholders across DPH, the City of San Francisco and outside agencies
- Build consensus and bring resolution to contentious issues and entrenched interests
- Supervise, assign, review and/or participate in the work of subordinates in assigned unit
- Work on contracts including preparing statements of work and requests for proposal.
- Working with all products in the Microsoft Suite - Excel, Word, PowerPoint, Visio, Teams, SharePoint
- Support the PMO Manager in other activities as needed
The 1054 IS Business Analyst-Principal also performs other related duties as required.
How to qualify
MINIMUM QUALIFICATIONS - Required
EDUCATION: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]; AND
EXPERIENCE:
- Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management; AND
- Eighteen (18) months of experience working in Healthcare Information Technology.
Substitution:
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
- Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Experience in developing business requirements and managing information technology projects
- Experience with electronic healthcare systems
- Knowledge of data analytics, data governance and reporting
- PMP, Lean, Scrum, ITIL certification desired
Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in Supplemental Questionnaire exam that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to:
Supplemental Questionnaire Examination (Weight: 100%): Candidates must achieve a passing score on the Supplemental Questionnaire exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification
The certification rule for the eligible list resulting from this examination will be the Rule of ten Scores.

The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.
