Role description
Under general direction of Information Technology Services’ (ITS) Geographic Information System (GIS) Program Manager, the 1054 IS Principal Analyst (GIS Principal Analyst) will be responsible for technology solutions and performing all aspects of the maintaining and managing ESRI ArcGIS Enterprise deployment as well as analysis, design, programming, testing, debugging, and deployment of fully functional GIS applications. We approach our work in a manner that is inclusive of environmental and community interests and sustains resources.
Essential Functions:
- Provide ongoing user and system support, monitoring, and troubleshooting for ArcGIS Enterprise & Geodatabases
- Data modeling and Data Migration in Geospatial technology
- Maintain Enterprise GIS data using ESRI tools
- Develop, implement, and support web applications, web services and Mobile applications with ESRI technologies
- Maintain & support Extract Transform Load (ETL) jobs
- Work on Utility Network related tasks including data clean up and updates
- Partner with division GIS on implementation, testing, training and knowledge-transfer of new technologies or changes to existing processes and systems.
- Maintain & support Building Information Model (BIM) to 3D GIS data
- Provide ad-hoc data and reporting, using SQL, PL/SQL, Cognos.
The 1054 IS Analyst- Principal will perform other related duties as required.
How to qualify
Education:
An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience:
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Special conditions: Some positions may require additional qualifications such as special conditions that may differ from the standard minimum qualifications associated with this classification.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- Advanced knowledge in Geospatial technology with design, implementation, and administration of ESRI ArcGIS Platform.
- Experience in public utility organization and integrating GIS to other enterprise business systems.
- Bachelor’s degree in Computer Science or Information Technology related curriculum.

Selection Procedures:
Minimum Qualification Supplemental Questionnaire (MQSQ):
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination (Weight 100%)
The Supplemental Questionnaire is an exam and contents will be evaluated and scored. The Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas which have been identified as critical for this position and include, but are not limited to:
- Knowledge of ESRI software suite (Desktop, Mobile, and Web)
- Knowlege of ARC GIS Enterprise tools
- Proficiency with Utility Network and ETL tools
- Ability to effectively communicate both orally and in writing, expressing ideas, policies, and technical issues with sharp business acumen
- Ability to work well in teams with diverse personalities
Passing Score: Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the score report for positions in this job class.
Notices to Candidates: Qualified candidates will be sent notices via email for completion prior to the creation of the score report ("eligible list"). Each notice will include the date by which responses must be received. Failure to complete these steps by the established deadlines will result in disqualification.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three (3). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.
