Homeownership and Below Market Rate Programs (HBMR)
MOHCD administers a variety of rental and homeownership programs to help low to moderate-income households purchase their first home or rent an apartment in San Francisco. Since the 1980’s, MOHCD has grown its portfolio of over 3000 below market rate (BMR) single family homes across San Francisco.
Role description
Position Description:
The Rental Program Project Manager - Senior Community Development Specialist, coordinates the daily administration of leasing activities that facilitate the delivery of affordable housing opportunities throughout the City. The position ensures that all entities leasing City sponsored affordable housing are compliant with City policies and procedures. The position is responsible for a range of compliance and monitoring responsibilities relating to the City’s affordable housing lottery system and the Database for Affordable Housing Listings, Information and Applications (DAHLIA). This position independently performs difficult and complex assignments under general supervision. The essential functions include:
- Develop policies and procedures and monitor compliance of the implementation of affordable rental housing;
- Provide written and verbal correspondence regarding the affordable housing units being leased;
- Monitor the leasing by property owners and their agents of new rental and existing affordable housing to assure compliance with government laws, regulations and local policies;
- Update and streamline leasing processes by working with stakeholders to standardize eligibility requirements;
- Conduct meetings with developers to disseminate information and coordinate lottery and lease up.
- Provide technical assistance to leasing agents and managers on the Salesforce DAHLIA system;
- Assist in the development of systems to improve access to affordable housing;
- Handle all incoming and outgoing calls/website inquires related to the program;
- Conduct outreach and education activities to partner agencies, stakeholders, and the general public;
- Conduct program evaluation;
- Prepare reports and records;
- Maintain organized electronic files according to MOHCD protocol;
- Assist with in-person and webinar training;
- Manage data in Excel spreadsheets and MOHCD’s Salesforce platform;
- Work with confidential information.

How to qualify
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Desirable Qualifications:
- Strong experience in outreach, marketing, or distribution of affordable housing units.
- Strong knowledge of affordable housing development and/or program administration.
- Strong experience with community engagement and familiarity with San Francisco’s diverse communities.
- Experience with government sponsored housing programs.
- Commitment to providing culturally competent customer service.
- Demonstrated ability to train and provide technical assistance to stakeholders and partners.
- Commitment to the goal of increasing and preserving affordable housing opportunities for very low to middle-income persons and households in San Francisco.
- Capacity to undertake and prioritize various responsibilities and meet deadlines.
- Ability to efficiently create, implement, and communicate program systems.
- Work independently and as a team member.
- Proficiency in Microsoft Office, especially in Excel, and standard office database software.
- Experience in Salesforce database a plus.

Selection Procedures - Supplemental Questionnaire Evaluation (100%)
Candidates who meet the Minimum Qualifications will be required to complete a supplemental questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not limited to: knowledge of principles and practices of department specific programs including the goals and objectives of these programs; knowledge of activities of community agencies charged with carrying out the programs; knowledge of relevant Federal, State and Local Laws, procedures and regulations governing the department specific programs; ability to apply principles to define programs, collect data, establish facts, draw conclusions in order to make recommendations regarding the visibility or proposed project and program activities, and determine alternate or additional sources of funding for proposed project and program activities, and ability to prepare written information in a clear, concise and well-organized manner, using appropriate rules of grammar and composition when composing reports, correspondence, and other documents. A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed on the eligibility list according to the final score.
