The San Francisco Municipal Transportation Agency (SFMT) Office of Civil Rights (OCR) brings together all the agency sections working to implement Civil Rights and Equity programs so they can collaborate with and support each other. Previously, these sections operated out of different divisions. The sections are Contract Compliance, Equal Employment Opportunity (EEO), Internal Investigations Unit (IIU), the Ombuds Office, the Office of Racial Equity and Belonging (OREB), and the Title VI Program and Regulatory Affairs. Accessible Services section will remain within the Taxis, Access and Mobility Services (TAMS) division but will have a dotted line reporting relationship to the OCR.
The different OCR section are dedicated to eliminating barriers that inhibit individuals from attaining equal access to and participation in employment, and monitoring compliance with applicable employment laws to ensure fairness in the workplace. Bringing them together under one division breaks down silos and facilitates collaboration and coordination.
Role description
Under general administrative direction, the Principal Administrative Analyst plans, organizes, supervises and conducts important, difficult, complex, and sensitive analytical work that has substantive impact on SFMTA operations. The Principal Administrative Analyst in the OCR will engage in analysis and reporting initiatives, including extracting and processing data and information, reviewing data for accuracy, monitoring budgets, and keeping track of rules as well as other contractual agreements.
Essential functions of the class include:
1. Directs, oversees and conducts difficult, sensitive, highly visible and complex analytical work that has significant impact on the functions and operations of the department; confers with senior management staff to discuss budget and human resources issues.
2. Conducts research and analyzes data and information from multiple sources; evaluates complex administrative and financial data, systems and procedures; advises management in budget development and administration.
3. Collects, processes and maintains data for financial reporting, projection and planning.
4. Leads detailed and comprehensive studies and prepares formal reports, documenting findings and making policy recommendations based on data. Presents key findings/recommendations to senior management staff, including formal presentations to groups.
5. Consults with senior management and subject matter experts to clarify needs, define goals and identify important issues, processes, patterns and trends.
6. Recommends policies, procedures and work processes for new programs and participates in implementation of the new policies, procedures and work processes.
7. Responds to informational requests, including those of a highly sensitive nature.
8. Monitors and evaluates newly enacted and proposed legislation, regulations, and/or memoranda of understanding and their implications on the department; advises management; develops comprehensive user manuals to assist in program implementation
9. May supervise staff, including clerical, technical, and professional staff.
10. Performs other duties as assigned.

How to qualify
Minimum Qualifications:
Education: Possession of a baccalaureate degree from an accredited college or university; AND
Experience: Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Applicants must meet the minimum qualification requirements by the final filing date unless otherwise noted. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Two (2) years of verifiable supervisory experience.
- Ability to communicate and provide information to diverse stakeholders.
- Excellent interpersonal, written and verbal communication skills.
- Experience working with budgets in the public sector or governmental agency.
- Experience with recruitment related functions.
- Experience using PeopleSoft, Performance Management Systems or other similar systems.
- Experience with SQL or statistical analysis software.
- Proficiency in operating computers using Windows-based programs, including Word, Excel, PowerPoint and database software.
- Proactive and interested in continuous learning and development, with ability to multi-task and prioritize work.
- Ability to work both independently and as part of a team.
