Role description
Under general administrative direction, the Parking Enforcement Administrator is responsible for the direction and supervision of a group of Parking Control Supervisors and other staff assigned to the Enforcement Section of the Streets Division. The Enforcement Section is responsible for enforcing federal, state and local parking laws, regulations/ordinances, traffic control and other related functions for the SFMTA.
Examples of Important and Essential Duties:
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list:
- Managing, planning, organizing, directing and overseeing programs
- Formulating and implementing policies
- Managing a fleet of vehicles for the Section
- Managing the maintenance and operations of all enforcement facilities
- Approving and monitoring the procurement, storage, distribution, and maintenance of equipment and supplies
- Scheduling, coordinating and assigning staff to various work schedules, planned and unplanned events
- Establishing, implementing and monitoring performance standards
- Developing and conducting new and in-service training programs as required
- Participating in the development of section budget
- Reviewing, investigating and responding to internal and external inquiries and complaints
- Establishing open lines of communication with the public, residential community, business community, public and private agencies
- Representing the Agency in public meetings
- Collaborating enforcement activities with other SFMTA divisions and other agencies
- Performs related duties as required
Nature of Work: requires to be on-call. May require incumbents to be scheduled to work evenings, weekends, and holidays, as assigned. Schedules are determined by management, including mandatory overtime. May also be required to work both field and administrative assignments. Incumbents are required to utilize various computer programs and applications.
How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Experience:
Five (5) years of full-time verifiable experience in vehicle parking code enforcement and traffic control field experience with a public agency which included extensive interaction with members of the public of which three (3) years must be at the supervisory level.
Education:
Two (2) years (60 semester units/90 quarter units) of college-level coursework in business administration, public administration, criminal justice or a related field from an accredited college or university.
Substitution:
1. Additional college-level coursework in business administration, public administration, criminal justice or a related field from an accredited college or university beyond the Minimum Qualifications as described in minimum qualification #2 may substitute for one year of the required three (3) years of supervisory experience. (30 semester units/45 quarter units equal one (1) year of experience)
2. Additional supervisory level experience beyond the Minimum Qualifications as described in minimum qualification #1 may be substituted for the educational requirement described in minimum qualification #2 on a year-for-year basis. (30 semester units/45 quarter units equal one (1) year of experience)
Training:
Basic proficiency in computer applications; e.g. Microsoft Word, Excel and Outlook. (To be tested prior to appointment and/or tested during probationary period)
License:
Possession of a valid driver's license at the time of appointment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring
- Experience managing, planning, organizing, directing, or overseeing programs
- Experience supervising first-level supervisors
- Experience working with diverse groups including public agencies and the public
- Experience in conflict resolution
- Good oral and written communication skills
- Strong organizational and time management skills
- Experience working independently and/or with minimum supervision
- High proficiency in Microsoft applications such as Word, Excel and Outlook
Condition of Employment
This position will require California Law Enforcement Telecommunications System (CLETS) certification and police background clearance.

Written Multiple-Choice Examination (Weight - 100%)
Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but not limited to: management/supervisory ability, planning/organizing ability, technical knowledge, knowledge of the principles of labor relations and personnel administration, human relations ability, and problem solving/decision making ability.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. For your reference, a Multiple-Choice Test Preparation Manual is available on the DHR Website.
What else should I know?
Eligibility List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Director of Transportation.
