This is a Temporary Provisional (TPV) position, limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process. This is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for a permanent appointment.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
The 1634 Principal Account Clerk position serves on the Finance team of the Department of Homelessness and Supportive Housing (HSH). HSH has an annual budget of approximately $713M with significant state and federal grant funding. Under the direction of the Financial Systems Supervisor, the 1634 Principal Account Clerk will perform and coordinate the accounting duties for HSH.
Essential Duties and Responsibilities:
- Ensures compliance with Controller’s policies and procedures, and accurate and timely recording of financial information in the City’s financial system.
- Prepares, processes, and reviews various financial, accounting, budget, general ledger, payables, purchasing, encumbrance, and other documents in the City’s financial system.
- Conducts financial reviews of all reimbursement requests from sub-recipients, pinpoint any potential issues, and conduct appropriate measures to prevent/resolve issues. Coordinate preparation and processing of payment vouchers according to established policies. Recommend corrective action as necessary.
- Performs grant accounting activities – setting up grants, reconciling expenditures, preparing reimbursement reports in accordance with grant requirements.
- Assists with fiscal year-end closing activities, Controller’s Office annual post audit, Citywide single audit, and other internal and external audits.
- Ensures the Finance team provides excellent customer service, by listening to business partner needs, and identifying solutions that are efficient, fiscally responsible, and in accordance with City policies.
- Performs related duties as required.
How to qualify
A) Two (2) years (equivalent to 4,000 hours) of verifiable experience in a position supervising and directing accounting and/or financial transaction functions.
OR
B) Fours (4) years (equivalent to 8,000 hours) of verifiable experience processing financial and accounting matters (e.g., cost records, deposits, expenditures, allocations), bookkeeping, and/or financial record keeping. Such experience typically includes verifying correctness of financial documents, maintaining expenditure records and reconciling subsidiary accounts.
Substitution of Experience:
30 semester units / 45 quarter units of coursework from an accredited college or university with a minimum of 12 semester units (or equivalent quarter units) in accounting may be substituted for up to one (1) year of the required experience as described in #1 or #2.
Desirable Qualification(s): The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Knowledge of federal or/and state grants.
- Government accounting experience and knowledge of City financial systems.
- Experience producing and analyzing fiscal and accounting reports.
- Experience coordinating with internal and external business partners to assist and advise on fiscal matters.
- Outstanding verbal and written communication skills.
- Experience working with a diverse workforce of people from different cultures, backgrounds, and perspectives.
