Role description
Under the direction of the Chief Information Officer (CIO), the Director of Information Technology (IT) Portfolio Management will provide strategic oversight and direction for every technology project, change, and product to ensure continuous improvement to the End-user Experience. Information Technology Services (ITS) has a need for a leader to oversee the portfolio of projects and technology services for priorities that span across all Enterprises of Water/Wastewater/Power and SFPUC Bureaus. The leader of this team will help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.
The Director of Information Technology (IT) Portfolio Management will also work with customers to identify requirement gaps, develop prototypes, and partner on accessibility, equity, and Generative AI impacts. A key success for this role will be the ability to build relationships in ITS, across SFPUC and throughout the city. This person will oversee $5+ million dollars of IT project and portfolio work.
Essential Functions:
- Assists the CIO in establishing and formalizing governance, project and portfolio management, and service delivery management. This includes implementing a portfolio tool that includes: a central repository of technology projects, executive dashboards, systems to manage technology change, performance metrics, and training curriculums.
- Work closely with Department of Technology, Office of Contract Administration, the Office of Cybersecurity, and other City departments in managing service level agreements, Memoranda of Understanding (MOUs), change orders, and work orders to ensure budget alignment with services delivered.
- Formalize and evolve the technology change management process, to ensure changes impacting production systems are communicated, approved, managed, and monitored.
- Develop transparent methods to work with customers to prioritize ITS demand (projects) and to manage resources. This includes, but is not limited to, improving process around projects and work requests, assigning & aligning resources and managing budget.
- Act as a catalyst for change within the organization with strong business acumen and problem-solving skills, and the ability to drive cross functional discussions and strategic decisions to gain consensus.
- Oversee product analysis for technologies delivered. This includes creating roadmaps for implementations and retirements of systems to ensure financial investments are in alignment with industry and vendor product plans.
- Ensure projects and systems delivered follow City policy, process, and cybersecurity standards, with the ability to identify risks early and provide mitigation plans.
- Strive for continuous service delivery improvement by conducting surveys, interviewing stakeholders, and providing qualitative and quantitative analysis.
- Support and align with SFPUC Diversity, Equity, and Inclusion programs, goals and initiatives and promote a diverse, equitable and inclusive environment.
- Manage, develop, and mentor ITS staff to perform at the highest level.
The 0941 Manager VI (Director of Information Technology (IT) Portfolio Management) will perform other related duties as assigned.
How to qualify
Education: Possession of a baccalaureate degree from an accredited university or college AND
Experience: Five (5) years of experience managing/supervising IT staff all of which must include supervisory.
Education Substitution: Additional years of qualifying experience as listed above may substitute for up to two years of the required degree on a year for year basis. One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:
- Possession of a baccalaureate degree or higher from an accredited university or college in the following majors: Information Systems, Project Management, Administration or Business/Public Administration

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supplemental Questionnaire Examination (Weight 100%)
The Supplemental Questionnaire is an exam and contents will be evaluated and scored. The Supplemental Questionnaire Exam is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas which have been identified as critical for this position and include, but are not limited to:
- Technical Knowledge and experience in formal project management tools;
- Technical Knowledge and experience in Customer Relationship Management (CRM) Systems;
- Ability to evaluate/analyze organizational requirements and able to implement required changes to reach goals;
- Ability to use good judgement to make decision based on information and resources;
- Ability to effectively and professionally express information in a clear and concise manner, both written and verbally;
- Ability assign and supervise work of subordinates; address and handle issues as needed.
Passing Score: Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the score report for positions in this job class.
Notices to Candidates: Qualified candidates will be sent notices via email for completion prior to the creation of the score report ("eligible list"). Each notice will include the date by which responses must be received. Failure to complete these steps by the established deadlines will result in disqualification.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.
