Role description

San Francisco Public Works is searching for exceptional candidates to fill this exciting and critical position to serve as the City & County of San Francisco County Surveyor. In this role, you will deliver specialized support services for the Department of Public Works. Your responsibilities include leading your team’s activities, strategic planning, development, and execution. Additionally, you will oversee all mapping division processes and subdivision projects. The role is crucial to the creation of new neighborhoods and the remaking of old ones in the City & County of San Francisco

As County Surveyor, you shall possess the same power in the City and County in making surveys, plats and certificates as is or may be given by law to county surveyors as needed. The official acts and all plats, surveys and certificates of the County Surveyor shall have the same validity and be of the same force and effect as are or may be given by law to those of county surveyors.

Essential Duties:
As the County Surveyor, your duties may include but are not limited to the following:

  • Provide support functions to Department of Public Works management, and is responsible for planning, assigning, monitoring, and evaluating the work of subordinates, monitoring and managing Monument Referencing, Monument Preservation and Subdivision Funds
  • Supervise land surveyors, and sub-professional personnel engaged in maintaining official records for monument control, checking map applications prepared for purposes of subdividing and creating condominium units.
  • Evaluate and process street vacations, and survey records prepared by licensed land surveyors for technical and record information accuracy concerning the California Map Act and the San Francisco Subdivision Codes and Regulations
  • Develop changes to existing San Francisco codes, procedures and ordinances to assure adherence to the California Map Act
  • Assist the Bureau Manager in making revisions to programs, objectives and goals.
  • Develop, interpret and coordinate surveying and map processing policy and assign the appropriate survey party.
  • Check field surveys or map work in progress and direct subordinates when necessary
  • Perform surveying or map processing operations when necessary to assist staff in difficult situations.
  • Manage the budget for survey parties and map processing to ensure adequate staffing, supplies, and equipment.
  • Collect and review survey notes or map applications for completeness and accuracy.
  • Supervise the maintenance of official records, maps, and survey reports and the preparation of related reports.
  • Coordinate with other city agencies on requests for service, time schedules, and cost estimates, and perform other professional duties which require a licensed land surveyor.
  • Manage horizontal and vertical control systems which may include the use of a Global Positioning System (GPS) monument/documentation program.
  • Make regular contact with the public, other departments, contractors, private surveyors, and outside organizations relative to municipal mapping and survey practices and procedures.
  • Approve subdivision maps, and recommend referral of same to the Board of Supervisors
  • Routinely represent the department at public hearings and before the Board of Supervisors and various commissions
  • Drive a departmental vehicle to work sites and meetings when necessary.

How to qualify

Minimum Qualifications:
Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience: 
Four (4) years of managerial experience in the engineering and, or the survey/mapping field, of which all Four (4) years must include experience supervising survey parties and, or engineers.

Licenses/Certifications:

  • Possession of a valid California Professional Land Surveyor License. 
    OR,  A valid California Civil Engineer License which was obtained before 1982.
     

AND

  • Possession of a valid California driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role

Education Substitution:
Additional qualifying experience may be substituted for up to two (2) years of the required education. One (1) year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desired Qualifications:

  • Experience working in a government or public sector organization, demonstrating familiarity with municipal processes, regulations, and public service operations
  • Knowledge of the State of California and San Francisco laws, ordinances, and regulations on land survey and subdivision map processing in the City and County of San Francisco
  • Knowledge of all phases of land survey work including methods of conducting various types of surveys such as GPS, automated data collection control surveys and construction surveys.
  • Knowledge of procedures and requirements for map submittals and approvals.
  • Experience supervising licensed land surveyors and/or licensed engineers.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates may be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's qualifications in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation Exam (Weight: 100%)
Candidates will be evaluated on their relevant knowledge, skill and ability levels in job-related areas which may include but not be limited to the following. Knowledge of management and administrative techniques applicable to operations in State and Federal regulations appropriate to unit; budget development and administration. Ability to: manage, administer and/or coordinate a complex operational section; work and communicate effectively with personnel at all levels and the general public; prepare and present comprehensive reports; work strategically to develop plans impacting multiple systems in a collaborative process with multiple varied stakeholders; direct work of subordinate personnel 

Note: A passing score must be achieved on the Training and experience evaluation in order to be placed/ranked on the Eligible List

Eligible List/Score Report:
Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.

Post-Eligible List:
Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
