About:

In June 2022, San Francisco voters passed a ballot measure that mandated the creation of a Mayor’s Office for Victims’ Rights (MOVR), also known as the Office of Victim Witness Rights, an independent city department designed to represent the interests of victims of crimes. In May 2024, Mayor London N. Breed officially created MOVR when she appointed its inaugural director. In June 2024, the Board of Supervisors moved the existing Office of Sexual Harassment and Assault Response + Prevention (SHARP) to MOVR, thereby including its work to directly serve sexual assault survivors under the purview of MOVR. This is an opportunity to join a small, collaborative team in the start-up phase of San Francisco’s first city department dedicated to serving victims, with an understanding that the concept of “victim support” must include violence prevention given the permeability between perpetrator and victim groups.

MOVR Mission Statement: To advocate for and enforce the rights of crime victims, ensuring fair and just treatment throughout the criminal and civil legal processes. We work to strengthen and oversee a comprehensive network of victim services across the city, with a special focus on those affected by domestic violence, sexual assault, community violence, and hate crimes.

MOVR Vision Statement: A city where every crime victim receives comprehensive support that meets their financial, physical, emotional, and psychological needs, regardless of their engagement with law enforcement or the criminal justice system. We envision a city with a well-funded, integrated network of services that promotes justice and healing for all victims.

The Office of SHARP is a San Francisco City department under the direction and oversight of the Mayor’s Office for Victims’ Rights (MOVR). SHARP’s legislative mandate is to function as an ombuds office for survivors of sexual harassment and assault by:  

  1. Receiving complaints from survivors of sexual assault and harassment concerning the manner in which City departments have responded or failed to respond to allegations of sexual assault or sexual harassment. 

  1. Assisting survivors in navigating City government to resolve complaints about City departments’ response to allegations of sexual assault or sexual harassment. 

  1. Compelling the attendance of City officers or employees to meet with claimants. 

  1. Notifying City departments about their failure to perform a duty or to respond reasonably to the claimant’s or SHARP’s requests. 

  1. Reporting to the Mayor and the Board of Supervisors if any City department fails to take timely and adequate corrective action after receiving notification from SHARP. 

  1. Referring City officers and employees for discipline, when appropriate. 

  1. Requiring City departments to report information about how a department handles allegations of sexual assault and harassment. 

  1. Working with community stakeholders to develop recommendations for improving the City’s work to end sexual assault and harassment and communicating those recommendations to City policymakers.

Role description

The SHARP Office Deputy Director is a direct report to the Director of the Mayor’s Office for Victims’ Rights (MOVR) and will lead and be accountable for the work of the SHARP office. As part of the leadership team of MOVR, this position will contribute to the development and execution of the short-term and the long-term objectives of MOVR. 

Duties may include, but are not limited, to the following: 

  • Ensuring that the legislative mandate of SHARP is executed effectively by providing, monitoring, and coordinating the provision of comprehensive services to victims of sexual harassment and assault if necessary. 

  • Supervising and managing the work of SHARP-specific staff within MOVR. 

  • Identifying systemic problems in the area of sexual harassment and assault that negatively impact survivors and developing legislative, policy, and operational solutions. 

  • Supporting the oversight functions of MOVR with regards to the operations of sexual assault victims’ services offered or supported by the City and County of San Francisco. Evaluating programs and reporting outcomes to the Mayor, the Board of Supervisors, and public stakeholders as well as making budget-related recommendations to the Deputy Director and Director of MOVR. 

  • Monitoring and analyzing relevant legislative and/or policy developments on local, state, and federal levels, making recommendations regarding these developments to the Director and Deputy Director of MOVR, and performing legislative or policy advocacy as appropriate. 

  • Working collaboratively with city departments involved in victims’ services efforts to ensure comprehensive and effective strategies are being implemented city-wide, including public safety agencies. 

  • Improving the coordination and accessibility of community-based victims’ services to ensure effective delivery to individuals and groups in need. 

  • Preparing and/or reviewing reports and surveys of victims and those impacted by violence for the Director, Deputy Director, or other audiences as needed. 

  • Overseeing, developing and performing community education and outreach in different settings and mediums, including through the public press. 

  • Responding to requests for assistance (technical assistance, training, referral information, etc.) from government and nongovernmental organizations. 

  • Supporting MOVR’s work to seek and obtain public and/or private funding opportunities for service providers in the areas of victims’ services and violence prevention. 

  • Supporting the recruitment, hiring, training and supervision of new MOVR staff as needed. 

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university

Experience: Four (4) years of experience in developing, executing, and overseeing short-term and long-term strategic operational plans in the field of gender-based violence, including but not limited to domestic violence, sexual assault, and/or human trafficking.

Substitution:

-May substitute up to two (2) years of education with additional qualifying experience as described on a year-for-year basis. Thirty (30) semester or forty-five (45) quarter units equal one (1) year.

-Possession of a Juris Doctor (J.D.) related fields may substitute for one (1) year of the required experience.
