Appointment Type
Temporary-Exempt (TEX). This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 24 months.

The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

The Senior Payroll and Personnel Clerk in the Department of Homelessness & Supportive Housing  is an integral member of the Human Resources Team, overseeing both payroll and personnel transactions. The Senior Payroll and Personnel Clerk functions as a Human Resources Coordinator and is responsible for onboarding and off boarding all employees, and performing administrative human resources tasks, such as tracking probationary periods and leaves of absences. The Senior Payroll and Personnel Clerk is also responsible for calculating, reviewing, verifying and posting complex payroll, timekeeping and personnel information; inputting data regarding personnel, payroll and timekeeping into a manual or automated system; generating and reviewing a variety of automated reports, including sick leave usage reports on a routine basis, detecting and responding to due dates, errors, and discrepancies; meeting with employees to discuss wage supplementation for leaves of absences; and reading, analyzing and interpreting Memoranda of Understanding (MOU's) for represented employee organizations. This position leads the work of a 1220 Payroll and Personnel Clerk.

Other essential functions include:

  1. Calculates, posts and may audit complex payroll and timekeeping information, utilizing basic mathematical techniques and data coding or data input to document and assure the accuracy of employee hours and/or leave credits.
  2. Inputs payroll, timekeeping and personnel information data into automated system to maintain accurate and up-to-date record-keeping.
  3. Analyzes and interprets computer output reports in order to respond to employees' payroll problems and discrepancies; generates, reviews and maintains a variety of automated reports such as promotions, increments and other related reports on a routine basis; responds to due dates for time-limited actions and notifies supervisor or follow-up activities, corrects record discrepancies. 
  4. Responds to employee and departmental complaints/inquiries, in person, in writing or by telephone to resolve payroll/personnel transaction issues. 
  5. Prepares forms, correspondence, inter-departmental memos, inputs documents, problem reports concerning payroll/personnel transactions, employment and credit references and verifications.
  6. Prepares and records routine payroll/personnel transactions to employee records such as separation reports, leaves, and other related payroll/personnel documents; maintains records of pay rate changes.
  7. Receives, bursts, distributes and files payroll/personnel related reports; maintains detailed files and recordkeeping systems to assure accurate and complete documentation of payroll/personnel transactions in original copy.
  8. Performs related duties as required.

How to qualify

  • Two (2) years of verifiable experience preparing, calculating and maintaining payroll and/or personnel records; OR
  • One (1) year experience preparing, calculating and maintaining payroll and/or personnel records AND completion of 30 semester / 45 quarter units from an accredited college, university or business school with a minimum of 12 semester / 18 quarter units in  business administration.; OR
  •  One (1) year experience preparing, calculating and maintaining payroll and/or personnel records AND Possession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association.

Desirable Qualifications:
The listed desirable qualifications may be considered at the end of the selection process when applicants are referred for hiring.

  • One year of verifiable experience conducting onboarding and/or offboarding sessions.
  • One year of verifiable experience providing consultation on wage supplementation options for parental leave.
  • Experience processing payroll within the City and County of San Francisco.
