The Office of the Treasurer & Tax Collector ("Department") serves as the banker, tax collector, collection agent, and investment officer for the City and County of San Francisco. PRODUCT MANAGEMENT

The Product Management team manages many of the Department’s technology products, oversees major technology projects, and leads business process optimization initiatives at the Office of the Treasurer and Tax Collector.  The team works to ensure synchronicity among policy, process and technology for the Department.  The team spans many activities, from strategic to tactical, and provides important cross-functional leadership, including guidance and product support to ensure efficient day-to-day operations.  The team’s robust product portfolio includes the Department’s online applications, such as the payment portals, tax filing applications, and taxpayer account management tools.  Working both with the internal IT team and external vendors, the Product Management team delivers resources that enable other sections to operate at peak efficiency and effectiveness, facilitating revenue collection of over $1 billion annually, supporting the mission of the department, and maintaining the Department’s reputation as a technology leader within the City. The team collaborates with other City departments to support good government and implement legislation through cross-departmental projects and products.  The Product Management team prioritizes fostering a team culture of collaboration, trust, support and excellence.

Role description

Position Details: The Property Tax Project Director 1054 IS Business Analyst - Principal serves as the highest-level business analyst within the Department, focusing on strategic leadership, cross-departmental collaboration, and process improvement. This role directs complex, multi-stakeholder projects, including the implementation of new tax types, and acts as a key liaison between technical teams, City departments, and senior stakeholders. The Principal Analyst utilizes advanced project management tools (e.g., JIRA, Microsoft Project), drives business process enhancements, and oversees comprehensive risk management strategies to ensure successful project delivery.

With expertise in business analysis, process automation, and stakeholder engagement, the IS Business Analyst-Principal provides critical guidance throughout the project lifecycle, from requirements gathering to rollout and user training. This position demands strong organizational skills, adaptability, and a proven ability to lead cross-functional teams, making it essential for achieving the department’s strategic goals and enhancing service delivery across the City. 

Essential Functions:

  • Directs the development and implementation of major departmental products, including new online tax forms, ensuring alignment with policies and strategic goals.
  • Leads cross-department project teams, facilitating collaboration among multiple department sections and multiple City departments to ensure project success.
  • Manages the full lifecycle of new projects (including implementations of new taxes), including requirements gathering, configuration, testing, and user training.
  • Utilizes project management tools to track progress, manage backlogs, and maintain comprehensive project documentation
  • Establishes and maintains strong relationships with stakeholders at all levels of the organization, including senior stakeholders, acting as the primary liaison for multi-section and/or multi-department projects.
  • Develops risk management plans, identifying potential issues and implementing mitigation strategies throughout the project lifecycle.
  • Leads the creation of process maps and workflow diagrams (using various products including Microsoft Visio) to document and communicate complex processes clearly.
  • Oversees vendor and contract management, ensuring service level agreements are met and resolving integration issues as they arise.
  • Coordinates and oversees comprehensive rollout and user training programs, ensuring effective adoption of new systems, processes and products.
  • Conducts regular performance evaluations of project outcomes, providing feedback and recommendations for continuous improvement.
  • Identifies opportunities for process automation and technology enhancements, presenting recommendations to senior leadership.
  • Leads the development, enhancement, and documentation of complex business processes, including creating detailed process maps and workflow diagrams.
  • Collaborates with stakeholders to identify areas for process improvement and implements best practices to streamline operations and increase efficiency.
  • Facilitates cross-sectional discussions and status meetings to drive alignment and foster a shared understanding of project goals and objectives.
  • Documents business processes, policies, and meeting outcomes, ensuring transparency and effective knowledge sharing across teams.
  • May included additional duties as assigned.

How to qualify

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR

its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.  At least three (3) of those years must include significant experience leading cross-departmental projects and facilitating collaboration among multiple City departments or public agencies.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Supplemental Questionnaire (SQ) Examination (Weight: 100%):

Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to:

  • Ability to prepare business documentation and mapping
  • Ability to analyze problems and find resolutions
  • Experience in business process improvements
  • Experience in cross-departmental collaboration

  • Ability to manage group of workers including counseling/mediation
  • Experience user training and support

The SQ will be emailed to the address listed on the candidate’s online application at a future date after the application deadline closes. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates SQ responses will be scored by our Subject Matter Experts.

Candidates must achieve a passing score in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Eligible List/Score Report:
