Role description
Under direction, plans and directs the work of a crew of painters assigned to various projects and work locations; supervises and evaluates the work of painters; prepares job estimates and daily work assignments; estimates expenditures for materials and supplies; performs inspections of painters' work; writes required reports; and performs related duties as required.
Examples of Important and Essential Duties
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
- Meets with Painter Supervisor II or facilities manager to plan and prioritize work according to established production targets.
- Directs daily work assignments of a paint crew.
- Prepares formal and informal job estimates for current and future projects.
- Prepares and maintains records of time worked and materials expended on projects.
- Orders materials and supplies.
- Enforces existing methods and procedures relative to construction, maintenance and repair activities.
- Inspects work of painters in the field or shop.
- Assists in the development and motivation of staff through training.
- Monitors and instructs staff regarding safety regulations and procedures.
- Meets with representatives of other City departments, outside organizations and the general public in connection with maintenance work.
- Uses a personal computer to write correspondence and keep records.
- Drives a vehicle to job sites, paint shops, and meetings at various locations.
- May include additional duties as assigned.
How to qualify
Education: Completion of a recognized painters' apprenticeship program; AND
Experience: Three (3) years of verifiable experience as a journey-level painter, performing work on interiors and exteriors of structures, industrial facilities or components, hospitals, street equipment, playground equipment, airfields streets and roads; AND
License: Possession and maintenance of a valid driver's license at the time of appointment.
Education substitution: Additional qualifying experience can be substituted for the apprenticeship on a year-for-year basis.
Department-Specific Requirements:
1. Some positions at the Airport Commission require twelve (12) months verifiable experience in painting Airfields, Highways and/or Roadways which require specialized skills and expertise in measuring and marking runways, taxiways, highways and/or roadways governed by Federal Laws and Regulations.
2. Some positions at San Francisco Municipal Transportation Agency require eighteen (18) months of traffic painting experience.
3. Some positions may require travel to various locations outside of San Francisco.
4. Candidates must be insurable under the Port's automobile liability insurance policy. Insurability must be maintained throughout employment.

Selection Procedures: (General Exam Process)
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Basic Supervisory Examination (Weight - 40%): Candidates who meet the minimum qualifications will be invited to participate in a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.
The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.
The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
A passing score must be achieved on the Basic Supervisory Examination in order to move forward to the Written Multiple-Choice Examination. Candidates who are successful in the Basic Supervisory Examination will be invited to participate in the Written Multiple-Choice Examination.
Written Multiple-Choice Examination (Weight - 60%): Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include but is not limited to; Knowledge of painting principles, practices and techniques; knowledge of safety codes and ordinances; departmental rules and policies; skills to use tools and materials of the trade; and ability to prepare estimates of materials and labor needed from site estimations.
These are standardized examinations and, therefore, test questions and test answers are not available for public inspection or review.
What else should I know?
Eligible List/Score Report:
A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list/score report resulting from this examination process will be 12 months and may be extended with the approval of the Human Resources Director.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Customs Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
TWIC Card:
Candidates for employment with the San Francisco Port Commission are required to be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance. The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission. Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.
California Public Resources Code 5164:
Candidates for positions with the Recreation and Park Department may be disqualified from consideration should their conviction history not meet the standards established under California Public Resources Code 5164.
Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
Drug Testing Requirement:
Candidates for positions in this classification who are not currently employed by the City and County of San Francisco in a position represented by Painters, San Francisco City Workers United may be required to pass pre-employment drug and alcohol testing. Candidates with a positive result from a pre-employment drug test may be restricted from hire in certain positions for a specified period of time after the date of the positive test. Once hired, employees in this classification are subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident.
