Role description
The Senior Financial Analyst performs highly complex analytical work to support development of Airport’s federal, state, and local grants, Passenger Facility Charge (PFC) programs, implementation and application of federal program policies and procedures, and the monitoring of grant compliance with federal, state, and local requirements; analyzes the effectiveness and impacts of complex and sensitive existing, newly enacted and proposed legislations/federal initiatives, regulations, and/or law for financial impact on Airport’s grant and PFC programs; evaluates new federal initiatives and funding program; makes recommendation on potential opportunities and strategies to maximize grant funding; and coordinates work with multi-interdisciplinary Airport teams to support the Grants Framework.

- Support SFO’s federal, state, and local grants implementation and application, and monitor project cash flows and budget forecast and compliance with federal, state, and local requirements.
- Perform analytical work to support Passenger Facility Charge (PFC) program implementation and application, and monitor compliance with federal, state, and local requirements.
- Exercise independent judgement in interpreting and analyzing effectiveness of proposed legislation/federal initiatives; may include advising management, making recommendations and exercising sound judgement and resourcefulness to problem solve.
- Facilitate and coordinate with multi-interdisciplinary Airport teams, including the preparation of agendas, reports, presentations and legislative documents for approval.
- Perform other functions outlined in the 1823 Senior Administrative Analyst class specification.
How to qualify
Education: Possession of a baccalaureate degree from an accredited college or university AND .
Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
- One (1) year of experience in the development and administration of federal, state, and local grant programs, including implementation and application of federal program policies, standards, and procedures, reimbursements, and ensuring compliance with federal, state, and local program requirements.
- One (1) year of experience working with and managing professional service consultants.
- Ability to negotiate and communicate with other parties from widely diverse backgrounds with diplomacy.
- Strong oral and written communication skills.
- Active listener, team player with strong interpersonal skills.
- Problem solver with ability to think outside the box and be adaptive.
- Proficiency in Microsoft Excel, Word, and PowerPoint.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
