The Office of the City Administrator is seeking a Principal Project Analyst to join our team, where you will play a key role in complex citywide initiatives which drive meaningful reforms. This is a unique opportunity to play a pivotal role in modernizing San Francisco’s government, from streamlining commissions to improving overall structure, processes, and operations. The ideal candidate is a sharp consensus-builder with strong project management, communication, and facilitation skills who enjoys collaboration, research, and strategic problem-solving and takes pride in their work. You’ll work alongside senior city officials, engage in high-level policy discussions, and drive meaningful change in a fast-paced, high-performing, and supportive environment. ESSENTIAL DUTIES:
Under the general direction of the Project Director, you will:
Research & Policy Analysis
- Conduct independent research, evaluate complex information, and synthesize findings into actionable recommendations for City leadership and departments
- Develop reports, presentations, and memos to communicate recommendations effectively.
- Research current trends and practices in government operations and city reform initiatives to develop innovative policy recommendations.
Project Implementation & Coordination
- Lead complex operational and administrative activities for internal and public meetings
- Coordinate action items across multiple implementation partners and monitor project progress to ensure timely completion of deliverables.
- Analyze business processes and legal requirements and strategies for more effective governance and operations.
Stakeholder Engagement & Facilitation
- Partner with and facilitate meetings involving diverse stakeholders to identify challenges, develop solutions, and build consensus.
- Engage with senior leaders, department heads, and public officials to align on governance and process strategies
- Administer and document public meetings, ensuring compliance with the Brown Act and other regulatory requirements.
Strategic Communications & Reporting
- Prepare high-quality memos, presentations, and reports to communicate project milestones and policy and process recommendations.
- Present findings to City leadership, including the Mayor’s Office, City Attorney’s Office, and department heads, to gain support for key initiatives
- Ensure knowledge transfer and implement change management strategies to support long-term reforms.

- Has Project Management Experience – Skilled in coordinating and managing projects with multiple stakeholders, ensuring progress and successful outcomes.
- Has Government Expertise – Familiarity with the City and County of San Francisco government operations and agencies, or similar knowledge of a similarly large jurisdiction or other bureaucracy
- Is a Change Agent – Experienced in crafting process, policy, or other recommendations for public sector improvements
- Is Adaptable & Innovative – Brings creativity and flexibility to solving policy, process, or operational challenges.

How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions) may apply to a particular position and will be stated on the job ad.
- Possession of a baccalaureate degree from an accredited college or university AND
- Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
SUBSTITUTION:
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
VERIFICATION:

Written verification (proof) of qualifying experience must verify that the applicant meets the minimum qualification stated on the announcement. Written verification must be submitted on employer’s official letterhead, specifying name of employee, dates of employment, types of employment (part-time/full-time), job title(s), description of duties performed, and the verification must be signed by the employer. City employees will receive credit for the duties of the class to which they are appointed. Credit for experience obtained outside of the employee’s class will be allowed only if recorded in accordance with the provisions of the Civil Service Commission Rules. Experience claimed in self-employment must be supported by documents verifying income, earnings, business license and experience comparable to the minimum qualification of the position. Copies of income tax papers or other documents listing occupations and total earnings must be submitted. Part-time experience may also be used to meet experience requirements. One year of full-time employment is equivalent to 2000 hours. Any overtime hours worked above forty (40) hours per week are not included in the calculation to determine full-time employment.
