Role description

Reporting to the Information Technology Services (ITS) Director of Applications, the Electric Billing Project Manager is directly responsible for working collaboratively with Energy Data Systems, Retail Services, Customer Service, and other SFPUC groups to maintain and modernize the technology and systems that enable Electric Billing. 

The Electric Billing Project Manager will oversee the current billing system’s managed services provider, ensuring the effective execution of contracts, optimal performance, and adherence to IT standards and best practices. This role involves managing contract modifications, prioritizing change requests, and developing Statements of Work (SOWs). The role also involves leading the requirements-gathering process for new projects, facilitating critical meetings, supporting reporting activities, and coordinating with a range of internal and external stakeholders.

Essential Functions:

  • Serve as the Contract Manager for the managed services provider.
  • Monitor and manage contract capacity and modifications confirming funding with the stakeholders (Power Enterprise, ITS, CSB).
  • Prioritize and address change requests and develop SOWs for new projects.
  • Oversee and manage the managed services provider’s performance, including adherence to Service Level Agreements (SLAs), ticket remediation, application response times, and hosting security accreditations.
  • Ensure timely updates for operating systems, software, and patches.
  • Lead ITS project management for the migration of C2M to the CSS (SaaS version).
  • Support Power’s migration to new customer web portal.
  • Support EBPP changes (bill print, changes to payment providers).
  • Coordinate with Energy Data Systems, Retail Services, CSB, and other relevant groups to gather requirements for SOWs related to billing, process improvements, and new Power programs/projects.
  • Schedule and facilitate monthly Steering Group meetings, set agendas, and ensure action items are assigned and completed.
  • Run core team meetings, plan Jira closures, and participate in weekly check-ins with managed service provider to ensure To-Dos, Jiras, and unbilled accounts are resolved by responsible teams/individuals & intervene as necessary.
  • Develop and run basic SQL queries for research and analysis as needed.
  • Develop and enhance reports as requested by EDS, Retails Services, Finance, and CSB. 
  • Provide support and liaise with the managed services provider on daily operational issues, including collections, affordability programs, billing/To-Dos, and interface issues between C2M/Kubra/Repro/Maximo/Aclara etc.
  • Interface with other City departments and vendors as necessary.

The 1070 Electric Billing Project Manager (IS Project Director) will perform other related duties as assigned.

How to qualify

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND

Experience:

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Special Condition: Some positions may require additional qualifications such as special conditions that may differ from the standard minimum qualifications associated with this classification.

  • 36 months of IT Project Management Experience

  • Bachelor's degree in Information Technology, Business Administration or a related field
  • Experience in IT project management, utility billing and contract oversight
  • Proficiency in SQL and experience with billing and financial systems
  • Strong knowledge of SaaS solutions, managed services, and service-level agreements (SLAs)

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Knowledge of project management and information systems development and maintenance.
  • Ability to supervise and direct a group of technical employees, including the ability to provide counseling and mediation.
  • Knowledge of systems design: common operating systems and relational database systems.
  • Knowledge of technical, operational, and programming problem-solving analysis.
  • Ability to establish and maintain good working relationships with department personnel, staff, vendors, and peers.
  • Ability to exercise judgement, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Ability to prioritize competing requests for service.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 6 months and may be extended with the approval of the Human Resources Director.
