Role description
Under the general direction of the IT Department Manager, the IS Business Analyst will be responsible for working closely with business partners to identify and document business requirements, and process workflow engineering as it relates to application development. This position will develop proposals of potential solutions protypes and solution analysis. The IS Business Analyst will support multiple product channels and serve as product solutions analyst.
Responsibilities include developing solution needs, costs and feasibility analysis, including technology and software assessment, system testing and conversion to production with business partners in managing business requirements solicitation.

Conducts solicitation, analysis and documentation of project stakeholder and end user business requirements.
Performs analysis, recommendation and communication of technical solutions options to address business requirements.
Assists in preparing and operating the environment, facilities and tools needed to evaluate systems, products, services or devices. Assists in the collection of feedback on prototypes and designs from users and others.
Develop business Use Cases and User Stories based on project requirements
Performs analysis, development and engineering of process workflow as related to application development
Communicates business requirements to internal technical teams
Develop application and product prototypes for business and IT
Collaborate with software development and product management teams to clarify requirements and functional design as a consumer advocate; lead and/or participate in all aspects of Software Quality Assurance including planning, estimation, prioritization, test execution, reporting, and sign off.
Responds quickly and proactively to resolve problem situations; effectively escalates issues as required; Coordinates multi-vendor support for the technical and administrative resolution of problems.
Ensures effective communication between management, customers/users, and if applicable - external consultants.
Perform other duties as assigned.

Nature of Work: The normal work period is Monday through Friday, however, you will be required to report to work during emergency situations including weekends, evenings, and holidays to facilitate airport emergency support operations.
How to qualify
Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience: One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
Additional Requirement: In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying the 35 Lbs. weight of computer systems equipment. It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.
Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Seven. The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
