Role description

Under general supervision, the Water Service Inspector performs inspections, testing, monitoring, and regulatory compliance activities to ensure the safe, reliable, and efficient operation of the Airport's potable and recycled water distribution systems.

Essential duties include, but are not limited to:

1. Inspect, test, install, remove, replace, and verify the operation of water meters, services, backflow devices, and related equipment. Perform flow and pressure tests and inspect meter boxes, service connections, fittings, and fire hydrants for damage, improper use, or needed repairs.
2. Investigate water service complaints and unusual water use, including low pressure, leaks, dirty water, unusual noises, tastes and odors, and high bills. Identify causes and recommend or coordinate corrective actions.
3. Read water meters, calculate water consumption, inspect properties for leaks or faulty plumbing, and turn water services on or off for new, changed, or discontinued accounts.
4. Review construction plans and inspect new or modified water services to verify proper meter sizing, service locations, taps, connections, and installation.
5. Support the Cross-Connection Control Program by inspecting and testing backflow prevention devices, ensuring required annual testing is completed, and coordinating inspections and surveys with San Mateo County.
6. Monitor construction and street work involving water services; coordinate temporary water service; verify water use and charges; and investigate unauthorized use of water from fire hydrants and water service connections. Take appropriate action to address violations.
7. Conduct water conservation inspections and recommend ways to improve water efficiency and reduce water consumption.
8.  Collect water quality samples and support the Airport’s water quality monitoring program and compliance with state drinking water regulations.
9. Respond to emergency water service issues and coordinate with maintenance staff, contractors, plumbers, tenants, regulatory agencies, and other stakeholders to restore service and resolve problems.
10. Prepare and maintain accurate records of inspections, meter readings, water usage, service changes, repairs, sampling results, and regulatory compliance activities.
11. Explain water service requirements, water use regulations, and compliance procedures to tenants, contractors, consultants, and other customers.
12. Perform other functions outlined in the 7316 Water Service Classification. 

How to qualify

1. Experience: Two (2) years of experience in a water or wastewater agency performing various phases of field and distribution operations including: water sample collection and field analysis, water service inspection and repair, meter readings, investigation of customer complaints, investigation of customer accounts or investigation and enforcement of efficiency codes and standards.

2. LICENSE AND CERTIFICATION

• Possession of a valid California driver's license.

Required Special Condition: Some positions may require additional qualifications such as special conditions that may differ from the standard minimum qualifications associated with this classification.

1. Possession of a California Water Distribution Operator Grade II (2) certificate upon hire
2. Possession of an AWWA, ABPA or ASSE Backflow Prevention Assembly Certification.

Obtain the following within 12 months of appointment:

1. Cross Connection Control Specialist Certification
2. Grade 3 Water Distribution Operator Certification

Working Conditions: Involves possible work in inclement weather conditions with frequent exposure to various environmental elements and health hazard materials. May involve working in confines spaces, climbing ladders, stooping and bending over. May be required to deal with emergencies outside of regular schedule, including weekends and holidays.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

• Experience as a journey-level plumber
• Experience conducting indoor water conservation and leak evaluations at residential and non-residential properties and conducting outdoor evaluations of irrigation systems and landscapes.

Selection Procedure: The selection process will include the evaluation of applications about minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be a basis for termination from employment with the Airport Commission.

Customs Clearance:
Candidates for employment with the San Francisco Airport Commission require the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.  An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire, and maintain a Customs Access Seal.  Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination.  Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination:

Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or ability to meet the physical minimum requirements.
