Role description
Under general supervision, the essential functions of a roofer are to maintain, repair and reroof a variety of roofs/structures as a member of a roofing crew. Essential duties include:
1. Maintains, repairs, and replace a variety of roof surfaces (e.g., slate, tile, shingle) by replacing materials, built up roof systems and single ply system, and applying additional layers of cap sheet over a built-up roof and removing old cap sheet/felt.
2. Cleans and prepares roof surfaces (e.g., slate, tile, shingle, built up roofing, gravel) to ensure a viable repair with new roofing material when necessary.
3. Lifts and handles roofing materials (e.g., asphalt, gravel, ply sheets, Torch On, mineral surfaced cap sheets) in a safe and proper manner necessary to accomplish assigned work using safe lifting practices (e.g., using knees) and various hand tools (e.g., axes, razor knives, tin snips, flat bars).
4. Assembles, operates, and maintains equipment (e.g., hoists, scaffolds, asphalt kettles, ladders, brackets, planks, fall protection) in a safe and proper manner to maintain, repair, , and replace roof surfaces or prevent injury to personnel using a variety of resources (e.g., department safe work practices, Cal-OSHA, Operating Manual, safety trainings, personal knowledge).
5. Inspects and evaluates existing roof surfaces (membranes, tile, etc.) for roof or systems failure to determine the best repair or replacement procedure for it and as part of an on-going preventive maintenance program.
6. Waterproofs floors, bathrooms, showers, concrete slabs, and planter boxes, to achieve a watertight seal.
7. Cut felt, shingles, and strips of flashing; and fit them into angles formed by walls, vents, and intersecting roof surfaces.
8. Ensures that the job location is neat and safe by cleaning it during a job and once the job is completed to safeguard from any accidents or discrepancies in job performed.
9. Drives city vehicles to work site and/or to pick up and transport equipment and supplies.
How to qualify
Education: Completion of a recognized three and a half (3.5) years (42-month) Roofer apprenticeship program.
Experience: Three and a half (3.5) years of experience as a journey-level roofer.
License and Certification: Possession of a valid Class C driver license.
Substitution: Additional experience as described above may be substituted for the required apprenticeship on a year-for-year basis
Supplemental Information: Nature of the work: requires performance of heavy work such as lifting, carrying, and moving tools, equipment and supplies weighing up to 110 pounds for distances up to 100 feet; constant bending, reaching, pulling, climbing, balancing, squatting, and crawling, at considerable heights and pitches often in adverse weather conditions.

Practical Exam (Weight: 100%): Qualified applicants will be invited to participate in a practical exam to assess the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Knowledge of maintenance, repair and replacement methods and procedures of roofing necessary to perform roofing duties; Knowledge of the purpose, use and care of roofing tools, materials, and equipment to perform effective roofing duties; Knowledge of safety methods and procedures required for roofing activities; Ability to withstand extensive bending, kneeling, squatting, and harsh weather conditions; Knowledge of current fall protection/prevention practices and requirements; Ability and skill to perform physical tasks requiring physical effort and dexterity such as working at considerable heights atop tall buildings, climbing ladders and heavy lifting; Ability and skill to use tools, materials, and equipment used to maintain, repair, and reroof a variety of roofs of new and existing construction.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Eligible List Duration: The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.

Certification Rule: The certification rule for the eligible list resulting from this examination will be Rule of Ten scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
