This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.The Department of Public Health is accepting applications for an Director, Adult and Older Adult System of Care (SOC) (0933 Manager V).

Compensation Range: $155,636 to $198,692 annually. For more details see comp and class.

Role description

Under direction from Behavioral Health Services’ (BHS) Director of Systems of Care (SOC), the 0933 Manager V, Director of Adult/Older Adult (A/OA) sets vision and leads the behavioral service delivery for adults and older adults.  This includes both mental health and substance use disorder services provided by BHS, Community Based Organizations (CBO), and contracted private providers.   Responsibilities includes strategic planning for programs, labor relations, supervision, funds development, budget management, contracts & compliance oversight, clinical operations, and coordination with system partners, such as sections within SF Dept of Public Health (SFDPH), CBO’s, Hospitals, Mayor’s Office, and other City departments. The director will also support coordination of clinical efforts related to Mental Health SF. 

  1. Provides administrative oversight and clinical leadership for all Adult and Older Adult clinical programs and service. 
  2. Inspires, manages, and develops managers and staff. Monitors performance and coaches staff to reach their highest potential.
  3. Develops and evaluates policies/procedures to comply with local, state, and local laws and regulations pertaining to mental health and substance abuse. Translates regulatory requirements into clinical practice.  Informs policy development by cultivating best practices and lessons learned from providers.
  4. Collaborates actively with other SFDPH, SF Health Network, Ambulatory Care, and BHS leaders. Establishes effective working relationships with members of the community, local, state, and federal agencies. 
  5. Develops and guides practice improvement approaches within A/OA system of care to promulgate best practices.
  6. Oversees quality improvement and evaluation activities, collaboration on program effectiveness to foster anti-racist practice, racial justice, and behavioral health equity.
  7. Ensures that A/OA SOC clients receive effective, understandable, and respectful care that is provided in a manner compatible with their cultural health beliefs, practices and preferred language.
  8. Works in collaboration with the DPH Business Office, Facilities Team to address the operational needs of civil-service programs, including physical plant, equipment, material, and supplies.
  9. Assesses and responds to community needs, provides consultation.
  10. Directs the gathering/preparation of monthly and annual reports; writes and submits reports.

The Director, Adult and Older Adult System of Care (0933 Manager V) performs other duties as assigned or required.

How to qualify

Minimum Qualifications

1. License: Possession of a valid license in one (1) of the following areas:

  • Licensed Clinical Social Worker (LCSW) OR
  • Licensed Professional Clinical Counselor (LPCC) OR
  • Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences, OR
  • Licensed Psychologist issued by the California Board of Psychology, OR
  • Doctor of Medicine license issued by the Medical Board of California AND a valid Drug Enforcement Administration registration with the United States Department of Justice, OR
  • Doctor of Osteopathy license issued by the Osteopathic Medical Board of California AND a valid Drug Enforcement Administration registration with the United States Department of Justice;

AND

2. Experience: Five (5) years of managerial experience in a behavioral health setting three (3) of which must include supervising health care professionals.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. For more information about this Management Test (and a suggested reading list) please visit   http://www.sfdhr.org/index.aspx? page=343. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Retesting is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.  

Medical Examination/Drug Testing:
