Power Enterprise
The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MQ of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 500+ MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas congeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profiles. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco street and pedestrian lighting.
Role description
Project: Distribution Services Retail Customers, Redevelopment Projects
The 5602 Utility Specialist is responsible for reviewing development plans, including land use plans and entitlement documents; preparing technical and financial assessments and reports in evaluating the feasibility of the City and County of San Francisco (the City) to be the exclusive service provider of electricity and/or natural gas for development projects and new service territories within the City; working with project staff, staff from various City Departments, and developers and planners to support new electric infrastructure in redevelopment areas; and responding to requests for information (RFIs) on the energy utility systems. The position also provides as-needed technical support and utility expertise in support of the SFPUC Power Enterprise’s work with other SFPUC Enterprises and City Departments.
Essential Functions:
· Understanding complex technical, legal, planning and regulatory issues and assess how these integrate or conflict with the SFPUC’s policy, goals, and objectives;
· Developing and presenting alternatives, positions, and recommendations on key policy issues to obtain resolution and direction from the SFPUC on electric and natural gas infrastructure;
· Communicating and advocating effectively the SFPUC’s position to a varied audience, including other City Departments, local, state, and federal regulatory agencies, and members of the local community;
· Determining the feasibility of creating a public power utility for new territories and redevelopment areas;
· Reviewing and evaluating land use plans, utility infrastructure plans, energy efficiency and renewable programs, and sustainability plans for redevelopment areas and new service territories within the City, such as Hunters Point Shipyard and Treasure Island;
· Preparing financial cash flow and net present value analyses; preparing written reports and presenting the findings and recommendations, and agenda items;
· Providing administrative support in the creation of new public power utility systems at redevelopment sites;
· Assisting SFPUC Finance to develop temporary and permanent electric rates for new customers;
· Preparing quarterly reports on the cost of electricity and natural gas and recommendation(s) on adjusting utility rates;
· Refining rate structure to align the rates to begin to match those of similar operations and to accumulate a capital sinking fund;
· Performing review, utility cost monitoring, and analyses on the purchase cost of electricity and natural gas;
· Preparing and updating the SFPUC Power Enterprise electric utility rules and regulations for municipal and retail customers;
· Supporting operation and maintenance activities for the electric and natural gas utility systems and services and ensuring practices are compliant with environmental, health and safety, and other rules;
· Providing technical support on the various electrical and natural gas system operations and maintenance programs;
· Developing a utility conservation program to achieve conservation efforts at all levels and from all consumers;
· Coordinating the review of redevelopment documents and working with Developers by responding to requests for information (RFIs); and
· Coordinating the SFPUC review of development documents, term sheets, plans and specifications.
· Performs other related duties as assigned.
How to qualify
Education:
1. Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND
Experience:
2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and de[1]sign; or long-term utility systems planning.
Substitution: Additional qualifying experience may be substituted for the degree requirement on a year[1]for-year basis.
