OEWD’s Data and Performance Team is housed under the Impact, Policy, and Communications (IPC) Division of the Department.  The IPC Divisions is a shared service of the department providing organization wide support to the program and project delivery divisions. Ensuring that our work incorporates community input and data to drive programming and decision making is critical for the organization.  

Role description

Under direction of the Data and Performance Manager, the Data Analyst will be a key member of the Data and Performance Team, supporting department-wide efforts to improve the analytical capacity of department staff, non-profit service providers, other City agencies, and the public. With an emphasis on Invest In Neighborhoods and OEWD small business programs, the Data Analyst will work with program staff to analyze and present data to internal and external stakeholders; help evaluate the impact of existing and newly enacted programs; help define and operationalize key program metrics and indicators; and assist with the improvement of existing data collection and reporting systems. The ideal candidate will possess strong analytical skills and an understanding of contemporary tools and methodologies for collecting, managing, and analyzing data of a municipal department. The role calls for an organized and thoughtful team player, that can excel in a matrix management environment to support operational divisions in advancing the mission and goals of OEWD.

This position while supporting the work of the entire organization, will primarily be focused on supporting OEWD’s work focused on small business services.  This position will interface with the Invest in Neighborhoods Team, the Office of Small Business Team, and the Business Development Team.  The position will work with other members of the Data and Performance Team to support development of data solutions and analysis in OEWD’s current effort to improve service delivery to the entrepreneurs and small businesses of San Francisco.

Key Responsibilities:

  • Create monthly, quarterly, and annual data reports on OEWD-led economic and workforce development programs and services.
  • Develop and maintain dashboards for both public reporting and internal management purposes.
  • Conduct data analysis related to program utilization, outcomes, and operations for the purposes of meeting regulatory or funding requirements, satisfying ad hoc requests, or supporting program evaluation and performance accountability needs.
  • Support organizational data governance by working cross functionally with program teams to support the development of data policies, procedures, and standards to be used across OEWD’s data systems.
  • Assist with the creation user guides for OEWD data systems for program staff and non-profit grantees providing direct services to clients.
  • Support OEWD staff and grantees by conducting trainings on use of data systems.
  • Compile and report socioeconomic data and labor market data for use by internal and external stakeholders.
  • Support OEWD’s development of a key performance indicators and program metrics that align with funding source requirements, best practices, and organizational priorities and goals.

How to qualify

Desirable Qualifications:

  • Experience using data visualization tools, such as PowerBi or Tableau to create compelling and informative data visualizations
  • Experience using statistical software, such as STATA, SPSS, or R to analyze large and complex datasets
  • Experience in GIS and mapping concepts and tools or equivalent
  • Experience in using SQL to query data from relational database management systems
  • Experience working on multiple analytical projects, including working with clients
  • Passionate about improving government through data
  • Experience working with and compiling demographic data and labor market information

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications:

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR

3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
