The department is divided into four divisions – operations, building design and construction, infrastructure design and construction, and finance and administration. The Public Works Director reports to San Francisco’s City Administrator and the Mayor.

The Building Design and Construction Division of San Francisco Public Works, led by the City Architect, provides architectural and landscape design services, comprehensive building planning, project and construction management, contract support and compliance monitoring, materials testing, and hazardous materials investigation for the development of new – and the upgrading of existing ­– civic buildings, facilities, and urban landscapes to create a more resilient city.

The Bureau of Architecture Provides programming, architectural design, site and master planning, conceptual design, and construction administrative services. Our architects work closely with client departments and community groups to create architecture at a level of excellence that respects the urban context and reflects the uniqueness of San Francisco neighborhoods. Role description

Public Works, Bureau of Architecture (BOA) is recruiting for a Healthcare Studio Manager for its Healthcare Section. This is an excellent opportunity to oversee an Architectural Studio of approximately 12 architectural staff delivering Architectural Healthcare projects for the City of San Francisco and Public Works. The portfolio alone for this Healthcare Section, one of (5) Sections in BOA, includes over 24 projects with a total project budget of over $223M. We are a practicing architectural organization, very similar to the private sector in structure, and deliver full-service projects for most of our city agencies, including DPH, MTA, PUC, Rec & Park, SF Libraries, SF Fire Department, SF Police Department, Department of Real Estate, & Department of Homelessness & Supportive Housing. This position will focus on Healthcare projects, including city neighborhood clinics, labs, and renovations to the old and historic Laguna Honda hospital.

Position Description: Under general administrative direction, performs difficult and responsible professional architectural work in connection with the design, construction, maintenance, and conversion of public buildings; plans, assigns, and directs the activities of assigned personnel engaged in such work; provides comprehensive project planning and coordination services, including maintaining client relationships, support of contract negotiation and administration, public and user group presentations, and maintenance of budgets and schedules for the assigned projects; participates in the professional development of subordinate staff and performs related duties as required.

EXAMPLES OF ESSENTIAL DUTIES:

  1. Directs, supervises, and coordinates the design of complex engineering/architecture/landscape architecture projects, ensuring that codes, standards, and project requirements are met; plans and develops projects, budgets, and staff for a wide variety of design activities.
  2. Interviews, selects, trains, monitors, and evaluates departmental staff and consultants to ensure that work methods and workflow are effective; assures that written performance goals and objectives are prepared for employees; monitors the work of and evaluates, counsels, and disciplines subordinate staff as necessary; and reviews and approves technical training programs for staff.
  3. Plans, organizes, and directs the administration and management of contracts; reviews, evaluates, and makes recommendations for and/or approves contracts, contract modifications, specifications, related documents, and settlement claims.
  4. Directs, supervises, and reviews the preparation of complex construction contracts and construction documents by establishing priorities, assigning tasks, allocating resources, and monitoring progress to assure quality and cost-effective performance of design work. Prepares and supervises the preparation of difficult and complex design drawings, specifications, and quantity and cost estimates.
  5. Establishes and implements departmental policies, procedures, and administrative directives per applicable laws, ordinances, codes, standards, rules, regulations, and legislative policies and procedures by interpreting, explaining, monitoring, and evaluating the functional activities of the organization.
  6. Manages projects through planning, scheduling, and monitoring critical milestones to ensure projects are completed on time and within budget.
  7. Directs, reviews, and supervises the review of shop drawings by contractors and other professional consulting firms employed to design various projects. Checks and reviews specifications, estimates, and computations prepared by consultants and subordinate staff members.
  8. Supervises field inspection staff working on projects under construction and proposed projects to assure conformance with plans and specifications and initiates new projects. May participate in field inspections when necessary.
  9. Coordinates all activities between a unit and other sections, bureaus, departments, outside agencies, consultants, and/or contractors.
  10. Consults with technical staff, public officials, and others to resolve differences among professional personnel; identify problems, develop and compare alternatives, and make decisions or recommendations for effective problem resolution.
  11. Conducts meetings and makes presentations to Boards, Commissions, committees, approval agencies, staff and the general public for the purpose of providing accurate information, explaining policies, and providing recommendations and/or solutions.
  12. Represents the City and consults with government officials, business and civic organizations in connection with specific departmental issues.
  13. Performs other related duties as assigned.
     

How to qualify

Required Qualifications:

  • Eight (8) years of verifiable professional architecture work experience of which four (4) years of that experience must be as a licensed professional architect.
    • Two (2) of the eight (8) years must be equivalent to the City and County of San Francisco class 5268 Architect.
    • Substitution: A Master's Degree in Engineering, Architecture or Landscape Architecture may substitute for one-year work experience. A Ph. D. in Engineering, Architecture or Landscape Architecture may substitute for two years work experience.

License:

  • This position requires a current State of California Architect License

Desirable Qualifications:

  • Talent & Team Management Experience (successful candidate for this position will manage a team of approximately 12 staff, including Project Architects, Job Captains, and entry-level architects/interns).
  • Significant supervisory experience of production and support staff, particularly in a team environment where the staff is shared among other projects.
  • Extensive experience with the design and delivery of large-scale, programmatically complex projects. 
  • Proven track record in delivering projects at all scales and leading multiple project teams with a high standard of design excellence.
  • Ability to maintain excellent Client relationships and should be prepared to provide at least (3) Client references obtained within the last 5 years.
  • Experience working as a collaborator and leader within a multi-disciplinary team environment teaching and inspiring others to strive for technical & design excellence.
  • Ability to effectively manage staff and delegate for maximum efficiency including the ability to manage large projects and staff.
  • Able to work and lead effectively in a team environment. BOA appreciates in all staff a great attitude, flexibility, and the willingness to take on responsibility.
  • Ability to provide project staffing plans and forecasting of workloads, including the use of Project Workload and Forecasting Software, such as “Resource Management by Smartsheet”, previously known at “10,000 Feet” and/or Project Management Software.
  • Ability to track a multitude of projects, including fees and project budgets.
  • Working knowledge of Performance Management and Human Resources.
  • Experience with management of the project design and delivery process, including interaction with consultants and contractors. Extensive experience coordinating other disciplines in projects involving phased construction in occupied hospitals around complex building systems, including those lacking as-built drawings
  • Candidates should have excellent presentation skills, be articulate and have the ability to work and lead effectively in a team environment.   
  • Experience with budgeting, scheduling, and contracting procedures, as well as contractual and liability issues in design and construction. Experience with competitively bidding complex construction projects.
  • Extensive experience with facilitating and communicating between engineering disciplines, clients, regulatory agencies, consultants, and contractors. Experience presenting to clients, public interest groups and Commissions.
  • Experience in preparing proposals for services and agreements with clients.
  • Extensive experience planning, distributing and coordinating work by staff, organizing the work of multiple designs and engineering disciplines, and checking drawings and specifications prepared by staff and consultants for conformance with office standards, project design criteria and codes.
  • Extensive experience coordinating with contractors, Construction Managers, Inspectors and Code Officials, particularly and conducting field observation of work in progress.
  • Experience managing healthcare and/or commercial projects.
  • Working knowledge of CADD and/or REVIT a plus.
  • Candidate will work with the office Design & Technical Managers, and Core Design Staff and set the standards for in-house design critiques for all projects.
