The Department of Public Health’s Population Health Division (PHD) seeks to fill one (1) full time permanent exempt position in class 0941 Manager VI, Population Health Division (PHD) Deputy Director. 

The Population Health Division (PHD) of the San Francisco Department of Public Health provides core public health services for the City and County of San Francisco including health protection, health promotion, disease and injury prevention, and disaster preparedness and response. PHD consists of 12 branches (Applied Research, Community Health Epidemiology, and Surveillance; Environmental Health; Center for Data Science; Community Health Equity and Promotion; Disease Prevention and Control; Public Health Preparedness and Response; Office of Anti-Racism and Equity; Operations, Finance and Performance Management; Center for Learning and Innovation; Center for Public Health Research; Bridge HIV (HIV research); and the Public Health Laboratory), the Policy Director and the Medical Director for the Emergency Services Agency).

The Division serves everyone in San Francisco and delivers the following ten essential public health services: (1) conduct and disseminate assessments focused on population health status and public health issues facing the community; (2) investigate health problems and environmental public health hazards to protect the community; (3) inform and educate about public health issues and functions; (4) engage with the community to identify and address health problems; (5) develop public health policies and plans; (6) enforce public health laws; (7) promote strategies to improve access to health care services; (8) maintain a competent public health workforce; (9) evaluate and continuously improve processes, programs, and interventions; and (10) contribute to and apply the evidence base of public health.

Work Schedule: 8:30 a.m. to 5 p.m.

Role description

Under policy direction of the Population Health Division Director and the San Francisco Health Officer, the 0941 Manager VI, PHD Deputy Director will report to the Francisco Health Officer and Director of the Population Health Division (PHD) within the San Francisco Department of Public Health (DPH). The PHD Deputy Director will serve as part of the PHD Executive Team and will lead strategic priorities, direct and coordinate implementation of program changes, provide leadership and direction in developing new programs and establishing organizational policies, as well as oversee overall operational efforts for the Division.

The PHD Deputy Director will directly supervise several core function Branches including Operations, and directing the COVID Task Force groups integration with the Population Health Division. The position will be in charge of leading process and operational improvements, as well as people development and resource management for the entire Division, which is over 500 employees.

The PHD Deputy Director performs the following essential duties:

  • Plans, monitors, evaluates, and guides the overall activities Population Health Division (PHD);
  • Operationally coordinates the work of the various Branches and/or Sections within PHD;
  • Advises and consults with PHD Executive Team, Branch Directors and Section Managers/Supervisors;
  • Plans, develops, implements and/or directs major or complex projects or programs which span a number of the Division's established Branches or Sections;
  • Directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action;
  • Works with PHD leadership colleagues to negotiate and resolve difficult and complex issues and problems;
  • Monitors the work of and coaches direct reports and provides coaching to additional leadership staff to promote equity, improve performance and support workforce development and/or meet standards of work and/or practices;
  • Participates in, directs and/or facilitates budget development;
  • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; convenes stakeholders and facilitates meetings to meet emerging or ongoing needs including fiscal/budget decisions, while continuing to address major divisional priorities;
  • Implements and closely monitors expenditures of the Division’s operating budget including hiring plans and grants funding. Provides Executive Team with early warning and practical options to potential cost overruns;
  • Oversees the Division’s collaboration with internal and/or external City agencies or departments, contractors who have business with PHD such as Heluna Health, State and Federal agencies and others to ensure productive and collegial working relationships; and
  • Serves as the Acting PHD Director when PHD Director is out of office.

The 0941 Manager VI, PHD Deputy Director performs other related duties as assigned/required.

How to qualify

  1. Education: Possession of a baccalaureate degree from an accredited college or university; AND 
  2. Experience: Four (4) years of professional managerial experience in public health program development, public administration or healthcare operations, of which all must include supervisory.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Trained in Lean or other performance improvement system
  • Proven ability to adjust policies and work products to meet federal or state regulatory requirements
  • Experience managing a budget
  • Strong quantitative analytical skills
  • Experience in grant writing and grant management
  • Experience working with medically underserved populations, LGBTQ communities and communities of color
  • Leadership in the field of health equity

The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
