Role description

This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.

The current position is located at the San Francisco Department of Emergency Management in the Urban Areas Security Initiative (UASI) Division.  The San Francisco Department of Emergency Management (DEM) manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grant distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. Under direction, the Regional Grant Manager is reporting to the Bay Area UASI Grants Financial Manager/CFO.  This position manages grant awards from Homeland Security and other federal/state grant programs and ensures that Bay Area city and county grant recipients comply with all program requirements and provisions of Bay Area UASI grants received.

The essential functions of this position include:

  • Manages all aspects of financial administration of grants including contracts and MOUs, grants accounting, sub-recipient reimbursements, and grant reporting to the State and Federal Governments; supervises staff responsible for the fiscal and accounting reconciliation activities of various grant programs; and develops/ implements grant performance reports.
  • Oversees financial and programmatic field audits of grant recipients, including but not limited to city departments, special districts, and other city and county governments, to ensure that all grant recipients and sub-recipients are in compliance with applicable UASI and other federal and state grant guidelines; works with all grant recipients in resolving findings and providing technical assistance in order to achieve compliance.
  • Assists in monitoring the efficiency and effectiveness of the grant administration unit including staff assignments and administrative systems required to administer grants in an effective and efficient manner; assesses and analyzes opportunities for improvement, recommends improvements.
  • Supervises, trains, assigns and evaluates the activities of assigned staff; develops work plans, establishes performance goals and objectives; contributes to and reviews staff work products; and provides evaluation of staff performance and adherence to project timelines and specifications.
  • Provides interpretation, analysis, and explanation of federal, state, and local ordinances and regulations pertaining to Bay Area UASI grant activities and functions;  analyzes and resolves problems, in cases where interpretation is involved, conducts thorough analysis to justify recommendations and decisions.
  • Provides management staff with information and reports regarding programmatic and financial issues of grant funded UASI projects; prepares monthly and annual reports; gathers and analyzes information and reports necessary to document and evaluate grant compliance processes; directs staff on various fiscal year end tasks associated with grant funds; develops and coordinates special financial and analytical projects as required by supervisor.
  • Provides consultation and advice to local, regional, and federal partners.  Responds to local and regional stakeholders regarding grants, contracts, reimbursements and grant/financial management reporting issues.
  • Performs other duties and responsibilities as assigned.

How to qualify

*Possession of a Master’s degree from an accredited college or university and three (3) years of complex grant compliance experience in emergency/disaster/recovery planning and management within a public jurisdictions, of which three (3) years of experience supervising professionals; OR

*Possession of a Baccalaureate degree from an accredited college or university and five (5) years of complex grant compliance experience in emergency/disaster/recovery planning and management within a public jurisdiction, of which three (3) years of experience supervising professionals.

Education Substitution: Additional qualifying work experience in complex grant compliance in emergency/disaster/recovery planning and management within a public jurisdictions may be substituted for the required education on a year-for-year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units). 

Desirable Qualifications:

  • High organizational skills with fluency on MS applications.
  •  Adequate knowledge of grant management requirements such as the federal, state and city’s grant provisions.

Employees of the City and County of San Francisco may submit performance evaluations showing duties performed to verify qualifying City experience. City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. Verification may be waived if impossible to obtain. The applicant must submit a signed statement explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Failure to provide the required verification, or request for waiver when requested may result in rejection of application.

SELECTION PROCEDURE:

The selection process will include evaluation of applications in relation to minimum requirements.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.  Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
