Role description
In February 2021, Mayor London N. Breed and Board of Supervisors President Shamann Walton announced the City’s plan for reinvesting $120 million in San Francisco’s African-American community over the next two years, with the creation of a new, citywide initiative: “The Dream Keeper Initiative.” This funding follows an extensive community and stakeholder engagement process led by the San Francisco Human Rights Commission and is part of Mayor Breed’s roadmap for reforming public safety and addressing structural inequities in San Francisco. To help support this Citywide effort, OEWD is recruiting for staff to support Workforce Dream Keeper Initiative programming. In 2014, the City and County of San Francisco established the Committee on City Workforce Alignment (“Alignment Committee”) in order to bring together key stakeholders to coordinate workforce development services across City departments and increase their effectiveness for economically vulnerable populations. Led by the Human Rights Commission and OEWD, the Alignment Committee completed a Citywide Workforce Development Plan, which assessed the City’s anticipated workforce development needs and opportunities over a five-year period, along with the recommended goals, strategies, and funding needed to meet those challenges. The Alignment Committee is tasked with submitting annual updates to the Plan, annually collecting Citywide workforce data, and coordinating programs and investments across 24 City departments. OEWD is recruiting for staff to support the Alignment Committee and its Citywide Workforce Alignment strategy. The Senior Workforce Alignment Specialist – Dream Keeper Initiative will be assigned to the Workforce Alignment Unit to support planning, policy, research, and analysis in furtherance of the Dream Keeper Initiative and Citywide Workforce Alignment strategies to support our most vulnerable residents towards economic vitality.
Job Responsibilities
The Senior Workforce Alignment Specialist will report to the Workforce Alignment Manager and support strategic planning, research, and analysis related to OEWD’s Strategic Plans (Local and Regional Workforce Innovation and Opportunity Act (WIOA) Plan, Racial Equity Action Plan, et al.), Citywide Workforce Development Plan, and interagency and external stakeholder coordination and collaboration, in furtherance of the Department’s employment equity goals including those of the Human Rights Commission’s Dream Keeper Initiative.
Specific functions include (but are not limited to) the following:
KEY RESPONSIBILITIES
- Support research, analysis, partnership, and fund development with respect to OEWD’s Strategic Plans (Local and Regional WIOA Plan, Racial Equity Action Plan, et al.), Citywide Workforce Development Plan, and other internal and external stakeholder coordination efforts
- Support interdepartmental and intra-agency coordination, including special projects and program pilots with key stakeholders, to ensure to the fullest extent possible that OEWD’s Principles of Employment Equity and the goals and objectives of the Dream Keeper Initiative are achieved through the alignment of workforce development programs.
- Develop materials, set agendas, and provide executive support for quarterly convenings of the Alignment Committee, Workforce Investment San Francisco (WISF) Board, community advisory bodies, and other policy bodies.
- Support evaluation of Citywide workforce programs, including annual data collection, cleaning, and report production for the annual Workforce Services Inventory and other program evaluation projects.
- Support grant development, including tracking State and Federal fund development opportunities through legislative analysis and procurement releases, coordinate key stakeholders, develop proposal content, and prepare supplemental materials.
- Support research and analysis of local, State, and Federal workforce policies and legislation.
- Support policy and planning efforts as required to advance the City’s economic recovery and employment equity goals.
- As needed, respond to data requests relevant to OEWD’s Strategic Plans, Citywide Workforce Development Plan, Racial Equity Action Plan, and other projects.
- As needed, represent OEWD at public meetings, community engagement events, City policy body meetings, and other convenings, including the Alignment Committee and WISF.
- Perform additional duties as assigned.
How to qualify
Desirable Qualifications
- Excellent interpersonal, written, and verbal communication skills.
- Knowledge of workforce and economic development practices, principles, and policies.
- Knowledge of San Francisco’s neighborhoods, local government, workforce development, and social services infrastructures.
- Experience working in government and/or nonprofit settings in service of economically vulnerable and historically-disenfranchised clients.
- To best support the Dream Keeper Initiative, understands the workforce needs of vulnerable communities, with an emphasis on addressing the needs of the City’s Black community.
- Demonstrated ability to develop and manage relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations, and others.
- Experience with administering program evaluations and data collection, including survey instrument design, data maintenance, data cleaning, data governance, ethical use of data, sourcing publicly available data sets, data visualization, and preparing reports and plans describing data.
- Knowledge of State and Federal government, workforce and economic development policies, and the Workforce Innovation and Opportunity Act (WIOA).
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
