About the Office of Economic and Workforce Development (OEWD)
The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. OEWD is a dynamic Department in the City and County of San Francisco that reports directly to the Mayor.
In February of 2021, Mayor London N. Breed and Board of Supervisors President Shamann Walton announced the City’s plan for reinvesting $120 million in San Francisco’s African-American community over the next two years, with the creation of a new, citywide initiative: “The Dream Keeper Initiative.” This funding follows an extensive community and stakeholder engagement process and is part of Mayor Breed’s roadmap for reforming public safety and addressing structural inequities in San Francisco.
Within the Office of Economic and Workforce Development this investment is intended to support programs and services directly align with growing financial health and economic well-being of San Franciscans by ensuring San Francisco’s diverse Black communities' foundational needs are met, and they have an opportunity at equitable economic growth through entrepreneurship and employment pathways in high growth industries, guaranteed income and other income generating opportunities.
Role description
The Project Manager will act as a point of contact and liaison for OEWD to the organizations implementing Dream Keeper investments and services. The position is responsible for executing IIN initiative duties as assigned including, but not limited to the management of grants, assisting in strategy and program development, coordinating resources for small businesses and property owners, supporting interagency and community coordination, and facilitating community engagement for Dream Keeper and other economic development projects that promote diversity, equity and inclusion. The Project Manager will work in conjunction with the Invest in Neighborhoods team, a range of City agencies and community partners.
Program Implementation, Coordination and Communication
- Serve as a liaison to neighborhood partners, support small business resource coordination, assist with capacity-building; and manage grant funding for projects and programs;
- Serve as a point of contact for other City agencies and external groups seeking to learn more about the Dream Keeper and other economic development projects, policy, programs, and related processes.
- o Maintain key neighborhood contacts list, conduct monthly phone check-in with key neighborhood points of contact, attend all internal and community meetings relevant to this area, and conduct one-on-one meetings with community constituents as needed/directed
- Identify opportunities to leverage OEWD’s small business loan programs, SF Shines façade and tenant improvement grant program, Community Challenge Grants, and other key City or private resources.
- Prepare communications and reports for key city staff and elected officials as needed, which may include District Supervisor Memo’s, Mayoral notes, and Director
- Prepare responses to public requests for information.
Manage implementation of Dream Keeper investment activities including but not limited to:
- Convene and/or participate in interagency meetings to facilitate confirmation of and implementation of customized interventions
- Work with key partners to refine and develop programs to best address community issues and needs; identify programmatic goals, funding, and collaborators and design programmatic policy and process.
- Serve as liaison to support the growth and development of neighborhood partners and grantees; assist with capacity-building and manage grant funding for projects and programs.
- Manage grants and contracts including coordinating procurements, negotiating scopes of work and budgets, managing reporting, and providing ongoing oversight for grants and contracts to nonprofit or consultant partners to deliver services and programs that include merchant engagement; small business assistance; neighborhood marketing and promotions; leasing and business attraction; physical improvements; and other programmatic areas as needed.
- Coordinate the development and implementation of new resources and technical assistance.
- Continued monitoring of select developments and associated programming; and provide technical expertise and community engagement assistance including but not limited to select program and project areas.
Support alignment of Dream Keeper Grantee technical assistance organizations with Invest in Neighborhoods’ goals, including:
- Coordinate with the CDBG funded partners, Small Business Development and Assistance Centers, and sector specific OEWD staff who work with small businesses to ensure coordination and deployment of services within the Invest in Neighborhoods framework.
- Inform comprehensive business technical assistance strategy and service deployment to meet neighborhood and small business needs.
- Check-in with organizations and business owner clients regularly to ensure availability of services, the effectiveness of referrals, and appropriateness of programs in meeting small business needs.
- Foster relationships, partnerships, and coordinated delivery of services among Bayview grantees.
Data Collection and Analysis
- Track ongoing activities and accomplishments for evaluation and communications purposes.
- Ensure alignment of measures and data as it relates to the Dream Keeper Initiative
The Project Manager will support Select Invest in Neighborhoods Programs as needed.

How to qualify
Desirable Qualifications
- Graduate degree in business, marketing/public relations, public policy, public administration, urban planning, public health or a related degree;
- Substantial experience working in San Francisco neighborhoods with community partners to implement projects that improve the quality of life in historically disinvested neighborhoods;
- Substantial community development, grant management and program management experience - including supervising multiple full-time employees and multiple subcontractors; experience with community processes, development and implementation of strategies;
- Familiarity with issues impacting BIPOC (Black, Indigenous, (and) People of Color), including Latin@ communities in San Francisco;
- Substantial experience working in BIPOC communities through community engagement and implementation of projects;
- Demonstrate successful program implementation experience from development to implementation;
- Track record in with range of City, small business, nonprofit and neighborhood stakeholders
- Experience working in politicized neighborhood environments desirable
- Experience working across public sector agencies to implement programs desirable
- Be able to deploy, coordinate and leverage City resources, knowledge and relationships on behalf of marginalized individuals and communities;
- Have knowledge of and experience successfully providing social services and technical assistance to community-based organizations;
- Ability to read and synthesize data, and to communicate complex ideas to non-technical audiences orally and in writing
- Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy.
- Effective communication (verbal and written) and interpersonal skills, as well as track record in leadership of teams
- Fluent in Spanish: reading, writing and speaking
- Computer skills and proficiency in working with basic software programs e.g., word processing, spreadsheets, and presentation applications

Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
