The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. OEWD’s goal is to work continually to make San Francisco an even better place to live, work and do business. In February of 2021, Mayor London N. Breed and Board of Supervisors President Shamann Walton announced the City’s plan for reinvesting $120 million in San Francisco’s African-American community over the next two years, with the creation of a new, citywide initiative: “The Dream Keeper Initiative.” This funding follows an extensive community and stakeholder engagement process and is part of Mayor Breed’s roadmap for reforming public safety and addressing structural inequities in San Francisco. Within the Office of Economic and Workforce Development this investment is intended to support programs and services directly align with growing financial health and economic well-being of San Franciscans by ensuring San Francisco’s diverse Black communities' foundational needs are met, and they have an opportunity at equitable economic growth through entrepreneurship and employment pathways in high growth industries, guaranteed income and other income generating opportunities.
Role description
The 9772- Community Development Specialist position will be assigned to the Invest In Neighborhoods Division to support Opportunity Neighborhood Program efforts and Dream Keeper investments. The Invest In Neighborhoods division of OEWD that focuses on neighborhood economic development including supporting small businesses, improving storefronts, and creating vibrant commercial corridors.
The Opportunity Neighborhood’s program focuses on neighborhoods that have experienced historic divestment where staff develops and implements economic development interventions that promote diversity, equity and inclusion. These neighborhoods have an assigned project manager that works closely with community stakeholders and other city departments to strategically disburse investments and support equitable economic development strategies. Dream Keeper Investments will support equitable economic growth by implementing culturally intelligent practices to better serve San Francisco black owned small businesses and entrepreneurs.
The 9772 - Community Development Specialist will be responsible for 1) providing administrative support to staff managing dream keeper investments 2) tracking, reporting, and improving systems to demonstrate program impact 3) supporting external communications regarding Dream Keeper programs and small business services.

Job Responsibilities
Administrative Support
- Support oversight of Dream Keeper Investments by tracking budget and monitoring procurement processes, tasks and deadlines
- Drive continuous process improvement by collaborating with internal OEWD staff on design of new solutions that enhance performance and achieve established goals, support Invest In Neighborhoods tracking and organization of project files
- Review and update current project management processes, templates and procedures, to incorporate best practices and adapt to changing systems
- Communicate new processes and procedures and encourage adoption by the team
- Coordinate calendars, schedule meetings as directed, support developing agendas, note taking and tracking of next steps and actions
- Follow up with grant managers and support preparation for upcoming meetings and set reminders for completion of assigned tasks
- Maintain track of upcoming program deadlines and project milestones
Data Collection and Analysis
- Support OEWD staff efforts to maintain accurate records and track performance of multi-year strategies for the Dream Keeper Initiative
- Support project managers in the collection of data, tracking metrics, analyzing the data and reporting on outputs and impact of investments and across projects
- Collaborate with Dream Keeper service providers and grant managers to conduct program surveys and gather input from participants
- Provide reports and presentations to senior staff on data and metrics
External Program Communication and Small Business Engagement
- Engage directly with program participants and small business entrepreneurs seeking access and support from OEWD programs
- Manage communication and correspondence between program participants and OEWD
- Manage email, phone calls and correspondence related to program input, follow up and problem solving
- Ensure timely communication and monitoring of input from program participants, public and internal city partners
- Ensure responsiveness to small business and entrepreneurs by tracking and answering phone calls and emails, providing referrals to appropriate small business resources
- Work with senior program managers to identify, screen, refer entrepreneurs to appropriate small business resources
- Support community engagement efforts as required to advance OEWD’s economic recovery and equity goals, including community events, resource fairs, hiring events, and other public activities
- Take on special projects as needed to support the Dream Keeper Initiative and OEWD's mission
- Other duties as assigned
How to qualify
Desirable Qualifications
- Highly organized and able to keep track of tasks and provide supportive structure to meet project deadlines
- Have an in-depth knowledge of San Francisco small business needs, neighborhood identities and community needs
- Be able to deploy, coordinate and leverage City resources, knowledge, and relationships on behalf of marginalized individuals and communities
- Have experience working with communities who have experienced historical and institutional racism
- Ability to read and synthesize data, and to communicate complex ideas to non-technical audiences orally and in writing
- Demonstrated experience working with city, municipal, state, and national public policy leaders; the private sector; nonprofit advocates; and other community stakeholders
- Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet, and database software in a standard office environment
- Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy
- Proficiency in language(s) in addition to English

Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR
4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
