About:
The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity.
What We Do
Heightened activity in the real estate and business markets means increased demand for the work of our office. Every year, property tax revenue remains the largest single source of funding for the City’s General Fund revenue, representing over $2.4 Billion in Fiscal Year 2020-21. This revenue funds crucial services like public safety, education, neighborhood improvements, and health and family support services. This past year, the dedicated work of the Assessor-Recorder staff to close the property tax roll represented a cumulative value of over $328 Billion and generating over $3.7 Billion dollars in local revenues. This is due in part to strong growth in the real estate market, additional construction across San Francisco, and our office’s efforts in increasing efficiency. In recent years, we have taken significant steps toward modernizing our operations, including kicking off a multi-organization effort aimed at modernizing City-wide Property Assessment & Taxation Systems (Project SMART). Project SMART (System for Managing Assessments, Records and Transactions) is a multi-year project to replace our legacy property assessment system that manages the City’s $328 Billion in assessed property value. The new system will handle all aspects of assessment functions and will be able to integrate with other City systems, specifically the Office of the Treasurer & Tax Collector and the City Controller's Office..

Role Description
Working under the direction of the ASR Manager of Human Resources and Training, the 1822 Diversity, Equity, and Inclusion (DEI) Analyst will work to assist the project management, progress tracking, and data analysis for Phase 1 of the Assessor-Recorder’s Racial Equity Action Plan (REAP).
The DEI Analyst will assist with implementation and project management Phase 1 of the ASR REAP to ensure steady progress and organizational accountability. The DEI Analyst will work in close collaboration with fellow Human Resources colleagues and the ASR Racial Equity Core Team (RECT) to draft reports on the progress of our racial equity work and develop and report on standardized metrics for measuring the success of our efforts.
The DEI Analyst will also assist with normalizing conversations concerning race and equity issues; provide training support and technical assistance to leadership and staff in approaching racial issues and policy changes to promote equity; leading and coordinating equity activities which may include workgroup meetings, lunch and learn discussions, group presentations, anonymous suggestion box tracking and follow-up, and coordinating training sessions.
Major functions of the position will include, but are not limited to:
- Support the ASR Racial Equity Team in the implementation of the Phase 1 Racial Equity Plan.
- Manage progress tracking of the ASR REAP.
- Perform intersectional workforce analysis identified in the Office of Racial Equity (ORE) evaluation of the ASR REAP.
- Collaborate with partners internally, and externally throughout the City and racial equity consultants to strategically align efforts in identifying the core priorities for programmatic development and implementation of ASR REAP action items, which may be in the areas of hiring and recruitment; retention and promotion; discipline and separation; diverse and equitable workforce; mobility and professional development; and organizational culture of inclusion and belonging.
- Develop comprehensive metrics and create dashboards that allow the ASR RECT to track progress on outcome-based goals and ensure the desired objectives of the REAP are achieved.
- Perform analysis projects to inform the plan including:
Hiring, recruitment and promotion efforts, to recruit and promote more BIPOC staff, baseline racial disparity data, progress of recruitment and hiring efforts. - Develop and manage the ASR Equity Climate survey to ensure the survey implements the recommendations of the ORE evaluation by gathering more robust and meaningful qualitative data on employees. Analyze survey responses and disaggregate data in intersectional ways to inform implementation steps.
- Manage the ASR Equity Professional Development Program enrollment process including, application development, intranet updates, training enrollment, and communication with staff regarding enrollment status.
- Participate in RECT meetings to take notes and track follow-up items.
- Assist with identifying and/or developing racial equity related content to communicate to staff through the department’s monthly HR Newsletter.
- Track and monitor completion of Citywide required trainings for all staff.
- Perform time-to-hire analysis using recruitment data and create a dashboard to track and monitor the status of recruitments to be shared with hiring managers.
- Assist with the review and update of existing departmental policies and procedures to incorporate any changes identified in the ASR REAP.
- Support Human Resources Team with recruitment and workforce data analysis, as necessary.
How to qualify
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.

- Excellent verbal communication skills, including experience and comfort leading conversations about race.
- Ability in interpreting, implementing, and explaining complex policies and procedures.
