The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Director’s Office provides external and internal communications, policy direction, government relations and emergency management. The Public Works director reports to San Francisco’s City Administrator and the Mayor.
The Infrastructure Design and Construction Division
The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.
Role description
The Project Manager II position who will be managing a number of multi-discipline capital improvements projects including the Active Beale Project and Transit U Project; both are part of the Transit Center Public Realm Improvements Plan. The 5504 Project Manager II will be charged with leading the planning, design, construction procurement, construction and closeout of these projects.
The Active Beale Project aims to implement the transit only lanes, protected bike lanes, wider sidewalks, casual carpool and landscaping along Beale Streets between Market and Folsom Streets. This collaborative interagency project is part of the Transit Area Public Realm Plan Projects that improve accessibility around the Transbay Terminal which serves 100,000 bus terminal passengers per day for 11 transit systems from the Bay Area and Southern California. Public Works is leading streetscape improvements in the general vicinity to allow for coordination with ongoing developer projects being implemented by OCII and San Francisco Recreation and Park. This $11M project is anticipated to advertise in Spring 2022. Construction and closeout is anticipated to last until at least Winter 2025.
The Transit U encompasses the blocks of 1st and Fremont streets between Mission and Market streets and the intersecting block of Mission Street, which together form a "U" shape that connects Market Street to the Salesforce Transit Center. This project will enhance the streetscape to support high pedestrian and transit volumes in one of the densest parts of San Francisco. Project anticipates the delivery of wide sidewalks, corner bulbouts, enlarged transit boarding islands, traffic signal upgrades, and reconfigured travel and loading zones. This $20M project is anticipated to advertise in Summer 2022. Construction and closeout is anticipated to last until at least Summer 2025.
This position will interact with City Departments and Agencies such as San Francisco Public Works, Public Utilities Commission, Municipal Transportation Agency, Mayor’s Office on Disability, Mayor’s Office of Economic and Workforce Development, Mayor’s Office of Public Finance and Transportation, Planning Department and Caltrans. Other professional interactions may include the San Francisco County Transportation Authority, various general contractors, third party utilities (e.g. PG&E, AT&T, Comcast, Level 3, etc.) and the City and County of San Francisco’s general public.
How to qualify
Minimum Qualifications:
• Possession of a baccalaureate degree in architecture, engineering, or planning, plus six (6) years of architectural, engineering, or construction management experience; OR
• Possession of a baccalaureate degree in another field, plus eight (8) years of architectural, engineering, or construction management experience; OR
• Ten (10) years of architectural, engineering, or construction management experience, in a field directly related to the project; OR
• Valid California registration as professional engineer or architect, plus two (2) years of project coordination or resident engineer experience; AND • Possession and maintenance of a valid California driver’s license.
Desirable Qualifications:
Experience leading or coordinating multi-phased construction projects with complex environmental phase requirements
• Experience leading or coordinating projects with electrical, structural, civil, mechanical and traffic components.
• Experience leading or coordinating projects with multiple funding sources.
• Experience leading or coordinating projects with permits issued by Caltrans.
• Experience preparing or coordinating Caltrans financial approval documents and with construction management according to the Caltrans Local Assistance Manual and Resident Engineer’s Manual
• Experience preparing, securing and coordinating federal funding grant applications, environmental clearance and reporting
• Experience working successfully with Muni on multimodal projects.
• Working successfully with outside departments such as SFMTA, SFPUC, and Fire Department, and developing written agreements.
• Experience presenting information and/or resolving issues in community meetings and making presentations to elected or appointed boards or commissions.

Appointment Type: Temporary-Exempt. The San Francisco Public Works Department has an opening for an exempt appointment in San Francisco. The position is excluded by the Charter from competitive civil service examination process. The successful candidate shall serve at the discretion of the appointing officer. This position has an anticipated duration of up to three (3) years.
