Who we are. Join the Transition Team of the Housing Authority of the City and County of San Francisco! The mission of the Housing Authority of the City and County of San Francisco is to deliver safe and decent housing for low-income households and integrate economic opportunity for residents. Our vision is to ensure that every individual and family served by the Authority, especially our low-income people and people of color, have access to a range of affordable, healthy, and safe housing, where they have a shared commitment and equal ability to shape the future of their communities.
In 2019, the Authority was faced with a financial crisis. The U.S. Department of Housing and Urban Development (HUD) informed the Authority that both its HCV and Public Housing programs were in default, requiring the City and County of San Francisco to start overseeing the Authority’s essential functions. Within three months, Mayor Breed tapped then Chief Audit Executive Lediju, to lead the herculean effort to get the Authority’s finances back on track. Dr. Lediju immediately assembled a Transition Team, which included senior leadership from the Controller’s Office, and leveraged their collective expertise to restructure the Authority. Since October 1, 2019, the Transition Team has been working to ensure that the Authority transition from being a direct provider of housing vouchers and public housing programs to a high-performing contract management and performance monitoring organization, ensuring compliance with HUD requirements and consistency with city requirements. We are looking for a Principal Administrative Analyst II to help the Authority complete its transition to a more modern, transparent, efficient, and trusted community partner!
Role description
The Principal Administrative Analyst is responsible for performing a variety of highly complex and responsible professional administrative duties in examining, analyzing, planning and coordinating Authority’s fiscal and programmatic operations, systems, and procedures. The classification reports on findings and recommends improvements where necessary in the form of proposed programmatic changes, policies, procedures, or guidelines. The classification is also responsible for the preparation, evaluation and coordination of contract monitoring activities and a wide variety of financial-related tasks. This position sits within the Agency’s Performance Analysis Unit, a centralized team of analysts that provide project analysis, project management, internal auditing, and strategic planning support across the Authority’s departments and programs. The Principal Performance Analyst supervises staff including lower-level analysts.
SUPERVISION EXERCISED
Class 1825 Principal Administrative Analysts II typically supervises staff including lower-level administrative analysts, and/or complex, cross-functional project teams staffed with professional level employees. The 1825 Principal Administrative Analyst II will be responsible for managing the Authority’s Performance Analysis Unit.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
The following are representative examples of the essential duties and responsibilities associated with the classification. The incumbent in the classification may be required to perform other related duties, as assigned by their Supervisor.
1. Directs, oversees and conducts difficult, sensitive, highly visible and complex analytical work that has significant impact on the functions and operations of the Authority and it’s associated affiliates
2. Confers with executive management staff to discuss, evaluate and make policy recommendations on special projects and/or a variety of complex, sensitive or highly visible administrative, organizational, policy, budget, fiscal, and other issues related to important functions of the Authority
3. Assists management in coordinating, representing and/or negotiating complex administrative, organizational, policy, budget, fiscal, and other issues related to important functions of the Authority with outside departments, agencies and organizations
4. Monitors programmatic operations and Authority contractors to ensure compliance with federal, state, and local statutes, rules, regulations, policies, procedures, or guidelines
5. Identifies and analyzes highly complex existing, newly enacted and proposed local, state, federal legislation policies and procedures projecting potential impact; advises management on the consequences of proposed and pending legislation and effectively presents recommendations; may act as legislative liaison to other departments; develops comprehensive user manuals to implement legislation, programs and administrative policies.
6. Researches, analyzes, forecasts and makes policy recommendations on special projects or highly visible public issues that affect Authority operations including administrative policies, practices, and procedures; manages implementation of new systems, policies, and procedures.
7. Directs the development and execution of complex and comprehensive internal audits and other processes to analyze program health; develops complex evaluative processes and monitoring tools of Authority programs, contractors and systems, documents findings, formulates recommendations
8. Directs difficult and complex analyses, such as revenue/expense analysis, cost/benefit analysis, needs analysis, trend analysis, variance analysis, Two Year Tool Analysis, modeling analysis, statistical analysis, program analysis, organizational analysis and legislative/policy analysis; prepares and/or directs the preparation of clear, comprehensive management reports, including logical and coherent financial/policy recommendations and appropriate supporting documentation;
9. Presents analytical findings and recommendations in reports and presentations to senior management staff, Authority Commission and general audiences
10. Serves as a lead person in assigning and coordination of the work of designated staff in identifying, isolating, examining, monitoring and analyzing problems affecting the Authority
11. Supervise staff within the Performance Analysis Unit, as well as mentor and train staff elsewhere in the agency, to develop project management skills
12. Performs related duties and responsibilities as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
The principles, procedures, standards and law related to government management and operations that are required to provide professional-level analytical assistance to management staff in such areas as:
· the development and administration of the annual budget
· principles and techniques of economic and policy analysis
· application of statistical and other analytical methods
· knowledge of methods and techniques of data collection and analysis
· applicable local, state, and federal laws and regulations affecting Authority operations
· grant monitoring and administration
· development and evaluation of important administrative/management systems, contractors, functions, policy and procedures evaluation of the impact of existing, newly enacted and proposed legislation, regulations, law, policy, court decisions and memoranda of understanding
Administrative principles and practices, including goal setting, program development, implementation, and evaluation
Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures
Techniques for effectively representing the Authority in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations
Federal, state, and local legislation on public housing, with particular emphasis in goals, objectives, performance, and financial requirements
Ability to:
· Collect, synthesize, and analyze a wide variety of information
· Conduct extremely difficult analytical studies involving complex administrative and financial systems and procedures and significant financial impact
· Work with Executive Staff to identify and define problems, determine methodology evaluate data, make recommendations with appropriate justification and develop/implement a plan of action
· Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations
· Plan, prepare, review, and present clear and concise findings and reports
· Assist in developing and implementing goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned program areas
· Assign and direct the work of subordinates and other staff
· Establish and maintain effective oral communication with staff, Executive Staff, officials, representative of other agencies, contractors, and the general public
· Negotiate effectively
· Use a variety of computer software programs in relation to data extraction, statistical analysis and record-keeping
How to qualify
EXPERIENCE AND TRAINING
These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university AND seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and six (6) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and eight (8) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and seven (7) years full-time equivalent experience performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1825, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1824 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1825.
