The SFPUC WWE is constructing a new Southeast Community Center (SECC) scheduled for completion at 1550 Evans Avenue by the Spring of 2022. The SECC mission statement identifies the new center as a hub for the local community to gather, learn, play and grow. The center is being constructed as a renewed commitment to mitigating the adverse environmental and social impacts of the Southeast Water Pollution Control Plant expansion projects during the 1970s and 1980s. ABOUT THE NEW SOUTHEAST COMMUNITY CENTER
The SECC is a beautiful, state-of-the-art LEED Gold building with surrounding parklands, premier event space, and community non-profit hub office space. The SECC will include a three-story, approximately 40,000 square foot, multi-purpose building and a one-story 5,000 square foot pavilion. The main building has:
- A childcare center, café, and staff offices on the ground floor.
- Multi-purpose and classroom space on the second floor.
- Tenant offices, conference rooms, and additional classrooms on the third floor.
The SECC also includes a parking lot, a playground for the childcare center, and over two acres of public open space with play and outdoor dining areas, gardens, and an amphitheater for public events. The pavilion is a multi-purpose space and commercial-grade kitchen. The SECC's amenities are intended to be versatile and offer an affordable gathering space suitable for community meetings, workshops, and grand social affairs alike. The center expects to host thousands of visitors annually.

Role description
Project Name: Southeast Community Center - 1550 Evans
Under the direction of the Southeast Community Center (SECC) Executive Director (ED), the Deputy Executive Director is a vital member of the SECC leadership team, working closely with ED to help lead the organization to meet its mission and strategic objectives. As we prepare to open the new center, the Deputy Executive Director will be responsible for overseeing the implementation of core programming, coordinating outreach and community involvement strategies, development, and suitability initiatives, and supporting the overall administration of the center.
Day-to-day, the Deputy Executive Director shall be responsible for maintaining program quality, effectiveness, and short- and long-term programmatic goals and funding objectives. Specifically, they will oversee the preparation, coordination, reporting, and budgeting for core programs and shall work closely with Executive Director to help lead the organization to meet critical strategic goals. The Deputy Executive Director will be responsible for maintaining relationships with a network of non-profit partners whose mission is closely aligned with the SECC, schools, community-based organizations, and business partners and shall continue supporting and managing those relationships. The Deputy Executive Director will work closely with the Facilities Manager and their SECC and Third-Party team to ensure coordination of program activities with facilities operations.
Deputy Executive Director essential duties include:
- Data Analysis: Directs and performs complex data and programmatic analysis across programs and to identify the needs of residents of the southeast sector (District 10) San Francisco, the intersection between the programs serving them, and the collective performance of those programs. Collaborates with senior management, outside experts and others to clarify overall mission, goals, problems and issues; develops and analyzes performance outcome measures to evaluate new programs and related policies with a strong focus on Tenant Partner Model; develops and recommends policies, procedures and work processes for new programs; prepares and/or directs the preparation of reports for senior management outlining findings and presenting recommendations; coordinates implementation and ongoing evaluation of new programs. Uses analytical programs to conduct analysis, such as Salesforce. Develops findings and actionable recommendations informed by the SECC’s operational context to support programmatic and policy decisions by the agency’s executive leadership and program directors.
- Program Management: Oversees the SECC such as the design, implementation, and evaluation of SECC strategic core programs/initiatives including the Technology Access Program and Reservations Program. Ensures SECC Programs/sponsored activities integrate Racial Equity, Environmental Justice and Community Benefits policies to ensure alignment with the historical Mitigation. Convenes and manages project teams that span programs, divisions, departments, and agencies to facilitate and lead major strategic initiatives that advance the SECC mission. Coordinates successful implementation of policy, programmatic, and operational changes that accomplish shared strategic goals. Develops strategic plans and work plans that describe in detail the steps for reform and improvement of specific programs sponsored by the SECC.
- Evaluation: Designs and supervises research and evaluation projects of a high level of methodological rigor that result in sound, reliable findings that can inform departmental and city policies related to community benefits, environmental justice, and other quality of life programming. Plans and conducts qualitative research, such as surveys, focus groups, and key informant interviews. Employs quantitative and qualitative research and analytical skills to integrate staff and client voice into program delivery. Responsible for cultivating and maintaining relationships among tenant partners while also developing strategies to increase collective impact and program effectiveness. Analysis of Key Performance Indictors to monitor partner progress and program/service impact and alignment with mission and historical mitigation to inform regular (annual) reporting to the Commission and community.
- Policy Analysis: Coordinates and conducts analysis and interpretation of existing, newly enacted and proposed legislation/policies that may impact SECC focusing on Racial Equity, Environmental Justice and Community Benefits policies to ensure alignment with the historical Mitigation, SFPUC Racial Equity, Environmental Justice and Community Benefits policies. Prepares data and other population and program information to support the development of agency policies to increase the efficacy of social service programs, address system gaps, and improve client experience. Develops and coordinates continuous quality improvement efforts that provide real-time research findings to the implementation of complex programs serving the community.
- Reporting: Presents findings and information in written narrative reports, data dashboards, and presentations that clearly communicate SECC Program outcomes notable trends and relevant information. Develops materials to reflect the intended audience, such as the agency’s executive leadership and program directors, agency staff and clients, elected officials and other city staff, the community, the general public, or other stakeholders. Prepares or supports the development of regular reports required by local, state, and federal rules.
- Budget/Contract/Development: Supports Executive Director in the development, administration, monitoring and reporting of a highly complex $2.5 million annual budget with multiple funding sources consistent with SECC business plan objectives. Conducts difficult and complex analyses for developing, processing, monitoring and enforcement of contractual agreements to ensure compliance with Wastewater Enterprise, External Affairs Bureau, Real Estate Services, and other City Departments or vendors as necessary to implement programming or secure services to support SECC activities.
- SECC Liaison: Oversees SECC outreach and engagement activities. Directs and coordinates citizen participation and public information activities related to SECC programs and activities. Directs various aspects of public information and public participation in SECC sponsored programs, partner programing, and activities including SECC calendared events and SECC Commission meetings. Attends meetings, conducts site visits and provides presentations within the agency, for other government agencies, and in the community. Represents the SECC to stakeholders, including community-based organizations, SFPUC/department commissions, the Mayor’s Office, the Board of Supervisors, the City Attorney’s and the Controller’s Offices as needed.
- Supervision: Manages and directs 1820 analysts along with other analytical staff as needed in conducting analysis, identifying findings, and formulating recommendations on highly complex program and policy issues and special projects. Reviews analysts’ work for quality and consistency across the team and coaches them to improve their analytical skills. Mentor staff within the SECC team and elsewhere in the Community Benefits Team to develop project/program management skills, serving as the SECC’s leader in program management. May also supervise graduate students and other interns.
- Leadership: Acts as Executive Director, in their absence. Takes a lead role in structuring and implementing the team’s analytical agenda across divisions and strategic programs. Participates in and may facilitate strategic planning meetings with executive management and across divisions and departments. Develops, implements, and manages standard operating procedures and processes for analysis, project program management, and/or evaluation to support consistency and adherence to best practices across the team.
- Performs related duties as required.
The SECC staff functionally report to the External Affairs Bureau of the SFPUC, while the SFPUC's Wastewater Enterprise provides funding for the building and staff and will coordinate closely with both.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
- Experience working in diverse communities that promote social and environmental justice goals
- Management experience specific to managing a shared-use building such as a community center, educational campus, or public facility
- Experience directing programs, particularly those that are mission and community impact driven, support client experience and foster community ownership objectives
- Extensive experience with Public Sector contract management and procurement processes
- Leadership experience working for or with the community and community-based organizations
- Experience designing and implementing program evaluation activities that document the quality and effectiveness of community-facing services
- Experience fostering stakeholder relationships, developing, and implementing public/community outreach strategies
- Experience supervising lower-level administrative analysts and/or complex, cross-functional project teams staffed with professional-level employees
