Role description
The San Francisco District Attorney’s Office is currently seeking a highly qualified 1824 Principal Administrative Analyst to join a dedicated policy team within the department. Under general direction of the Chief of Programs and Initiatives and on behalf of the Department this position focuses on policy development that promotes prevention strategies aimed at addressing gender-based violence and gun violence. In addition, the Violence Prevention and Community Engagement Director participates in complex, sensitive, and detailed analytical work
Under the supervision of the Chief of Programs and Initiatives, the Violence Prevention and Community Engagement Director will be primarily responsible for building partnerships with key stakeholders to develop strategies that promote long-term safety and mitigate future harm.
Examples of duties include but are not limited to:
- Confer with senior management staff to discuss, evaluate, and make policy recommendations on a variety of complex policy issues related to the mission and vision of the department.
- Conduct research, develop policy, and convene community trainings and presentations in the area of violence prevention; actively participate in connecting this work with the department’s priorities.
- Work with the policy leadership team to establish the strategic direction for the department’s priorities related to gun violence prevention, including development of departmental initiatives and implementation of key programs and policies.
- Represent the department and liaise with community stakeholders to collaborate with partners on gun-violence response and prevention.
- Build and cultivate key relationships across the community with various coalitions and organizations advocating for the safety of highly impacted groups, inclusive of organizations that advocate for the safety of the transgender community, women, and youth.
- Assess and analyze the cases of women in San Francisco jails to identify gender-based violence indicators and formulate gender-based and trauma informed responses and recommendations toward case resolutions, as appropriate.
- Conduct outreach and develop long term relationships with community-based organizations committed to preventing gender-based violence.
- Research labor trafficking trends at the local, regional, and national levels through consultation with subject matter experts across the Bay Area; additionally, participate in issue-specific convenings and taskforces in the Bay Area to develop policy solutions to current trafficking trends.
- Participate in local workgroups with a focus on identifying policy solutions addressing gender-based violence.
- Performs related duties and responsibilities as assigned.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year of full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years of full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years of full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years of full-time-equivalent experience performing professional-level analytical work as described in Note A;
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development, and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30-semester units/45 quarter units.

SELECTION PROCEDURES:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete an MQSQ that will be emailed as part of the online employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Core Examination (Weight: 40%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills, and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
- Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
- Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
- Ability to use various computer software programs.
Supervisory Test Battery - (Weight: 60%)
Candidates who attain a minimum passing score on the written core examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication & Conflict Management.
A passing score must be achieved on the Written Multiple-Choice Examination and the Supervisory Test Battery in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
Candidates may receive two or more scores in association with the above selection components. One or more will correspond to the core component of the multiple-choice exam component (i.e., core examination and/or one or more specialty areas). Those candidates who participate in the Supervisory Test Battery will attain an additional score.
Qualified applicants must achieve a passing score in order to be ranked on the eligible list/score report. Successful applicants will be placed on the eligible list/score report, in rank order, according to their final score.
Note: A passing score on the Written Core Examination must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. The department may utilize additional selection procedures to make a final hiring decision. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.
Note: Only those applicants meeting the Minimum Qualifications will be notified of the exact date, time, and place to report to the Written Core Exam.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
Note: The certification rule for this recruitment is Rule of List. The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
