About:

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health.

The San Francisco Health Network is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG), Laguna Honda Hospital and Rehabilitation Center (LHH), and over 15 primary care health centers.

The list resulting from this recruitment may be used to fill Senior Industrial Hygienist positions for the next six months.

Shift: Day Shift, Monday-Friday with occasional evening, overnight, and weekend work depending on operational needs.
Location: The location will vary based on program area:

Compensation: $134,862-$176,280 Annually

Role description

Under general direction, performs highly technical and complex industrial hygiene work in the development, implementation and enforcement of regulations and programs in relation to the identification, evaluation, control and prevention of workplace hazards. Positions in this class may function as first line supervisors and technical specialists providing advice on the identification, evaluation, and control of chemical, physical, and biological agents, proper handling, and procedure for the storage and disposal of hazardous substances, hazardous substances inspections and emergency planning, response, demobilization and preparedness.

This position performs the following essential duties:

  • Supervises industrial hygiene, health and safety, environmental, public health, and support staff, including but not limited to providing training and support to entry and journey level health and safety staff.
  • Leads and performs complex industrial hygiene and safety assessments in a variety of settings.
  • Acts as the health and safety subject matter expert for multi-disciplinary working groups, committees, and on special projects.
  • Develops, implements, and maintains health and safety programs, including but not limited to respiratory protection, hearing conservation, substance-specific and general hazardous materials management, confined space, and injury and illness prevention.
  • Develops and conducts trainings for personnel working with chemical, physical, or biological agents; develops and conducts public education programs on the proper use, storage and disposal of hazardous substances.
  • Responds to and provides consultation during hazardous substance incidents and other related emergency events.
  • Advises CCSF Departments regarding emergency planning and preparedness.
  • Reviews the reports of and provides consultation to Environmental Health Inspectors engaged in a City-wide program involving enforcement of Article 21 of the Health Code, Hazardous Materials and Waste Program.
  • Performs administrative tasks related to enforcement of regulations, codes, and ordinances; provides consultations to departments regarding regulatory agency inspections; develops and manages a budget for programs or projects; and tracks corrective action plans to ensure effective implementation.

The Senior Industrial Hygienist also performs other related duties as assigned

How to qualify

1. EDUCATION: Possession of a Master’s degree in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university; AND

2. EXPERIENCE: Four (4) years of professional industrial hygiene experience, which must include at least one (1) year of journey level experience equivalent to the level of City and County of San Francisco classes 6138 Industrial Hygienist. Experience must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards; AND

3. CERTIFICATION: Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the Comprehensive Practice of Industrial Hygiene; AND

4. LICENSE: Possession of a valid driver’s license; if not a California driver’s license ability to obtain a California Driver’s License within 45 days of hire.

SUBSTITUTION: Possession of a baccalaureate degree with major coursework in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university; AND two (2) additional years of experience [six (6) years total] as described above may substitute for the required education and experience.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

SELECTION PROCEDURES
Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates who meet minimum qualifications will be invited via a separate link to complete the MQSQ as part of the online employment application.  This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application and Screening Questions. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.  Please provide proof of your education by uploading transcripts and/or diploma(s) and proof of licenses and certifications by uploading them to your application.    

Supplemental Questionnaire (SQ) (Weight: 100%): The SQ will be sent to those qualified candidates who demonstrate they meet the minimum qualifications. Candidates will be required to submit the completed SQ in the time frame indicated and responses on the SQ cannot be changed once submitted. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List.  Candidates will be placed in rank order according to their final score on the SQ. 

The SQ will be evaluated to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of: Industrial Hygiene and hazardous substances management; chemical, physical and biological agent sampling and analysis theory and practice; federal, state, and local environmental and occupational health and safety and hazardous materials laws, regulations, and ordinances; professional standards, procedures and methods concerning the safe handling, storage, and containment of hazardous substances; Ability and Skill to: Plan and manage occupational health programs or projects; conduct technical trainings; conduct ergonomic hazards assessments; communicate effectively, both orally and in writing including preparing clear concise reports; establish and maintain effective working relationships; supervise; wear a respirator and appropriate personal protective equipment; lift, carry, and use standard industrial hygiene equipment; work around and with hazardous chemical, physical, and biological agents; enter and work in confined spaces; work in hot and cold environments and elevated heights; control occupational health hazards.

All relevant experience, education, training and/or certifications must be included in the application to be reviewed during the scoring process. The information provided on the supplemental questionnaire must be complete and accurate. All statements made on the application and supplemental questionnaire are subject to verification and must be consistent. After the confidential eligible list/score report is adopted, the department may administer additional selection procedures to make a final hiring decision.

Eligible List Duration: The list resulting from this examination process will be 6 months.
Certification Rule for the eligible list resulting from this examination will be Rule of Ten Scores.
