Role description

Reporting directly to the Investment Operations Director, the Investment Operations Analyst will be responsible for assisting in the management and oversight of SFERS' investment performance and attribution reporting.

The Investment Operations Analyst is a member of the Investment Operations team of the SFERS. The Retirement Board sets forth the policies and procedures for the investment program. This position provides technical, professional and administrative support for the Investment Operations Director. The incumbent of the position is expected to have a deep understanding of performance measurement and reporting standards for investment portfolios across a diverse range of asset classes including public equity, fixed income, real assets, private equity, private credit, and absolute return.

Essential duties of this position include, but are not limited to:

  1. Performing quality control checks and monitoring performance reporting for SFERS investment accounts and composites across all asset classes.
  2. Coordinating and reconciling performance reporting across SFERS’ custodian, investment managers, and consultants to proactively identify and resolve any reporting differences. 
  3. Performing maintenance and review of the composition of and changes to SFERS composites and benchmarks.
  4. Spearheading the design of policies, procedures, and controls for investment performance reporting and reconciliation for the retirement system.
  5. Assisting with the preparation, review, and dissemination of reporting for relevant public records requests.
  6. Assisting with account/investment subscription documentation for limited partnerships and other private investments.
  7. Assisting with the processing of global custodial requests such as account and market openings, to facilitate investment initiatives.
  8. Assisting with the fulfillment of ad-hoc reporting requests from internal and external parties as required.
  9. Responding to audit requests related to investment performance reporting.
  10. May perform additional duties as required.

How to qualify

Minimum Qualifications:

  1. Possession of a baccalaureate degree from an accredited college or university; AND
  2. Two (2) years of relevant investment experience with a major financial institution, consulting organization, pension fund, endowment, foundation, family office, or sovereign wealth fund, including experience monitoring and measuring performance within institutional portfolios and the capital markets; developing quantitative applications to analyze and monitor public and/or private investments including qualitative skills for assessment and recommendations; experience must include two (2) years of verifiable analyst level work in investment quality control, reconciliation and reporting.

Substitution:

  • Possession of a baccalaureate degree from an accredited college or university with a major coursework in economics, business, finance, accounting, mathematics, statistics, banking may substitute for one (1) year of the required experience.
  • Possession of a master’s degree in economics, business, finance, accounting, mathematics, statistics, banking, or similar field may substitute for the required education and experience.
  • Possession of a Chartered Financial Analyst (CFA) or Chartered Alternative Investment Analyst (CAIA) designation may substitute for the required education and experience.

The above minimum qualifications reflect a special condition associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Possession of a Graduate Degree in Business Administration, Public Administration, Economics, Environmental Management or related field.
  • Possession or in the process of completing the Chartered Financial Analyst program and/or a Chartered Alternative Investment Analyst program.
  • Experience with performance measurement and attribution for a public pension or endowment fund.

Selection Procedures:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)
Candidates will be sent a Supplemental Questionnaire to complete and submit by the set date. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience, and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight:  100%):

Applicants who meet the minimum qualifications will be sent a supplemental questionnaire. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in job- related areas which may include but not be limited to:  investment knowledge; investment analyst experience; quantitative and analytical skills; computer skills; presentation and oral communication skills; and written communication ability. 

A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

Applicants meeting the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. The department may administer additional selection procedures upon certification in order to make a final hiring decision.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. Conviction History:

As a selected candidate for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). Disaster Service Workers:

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker­ related training as assigned, and to return to work as ordered in the event of an emergency.

Benefits:

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section AS.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, ranging from 7.5%-13.25% of compensation.
