The position is located at the San Francisco Department of Emergency Management (DEM) in the Healthy Streets Operations Center (HSOC) division and will support HSOC and broader street response coordination efforts. DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch; homeland security grant distribution for the City and County of San Francisco; and most recently has taken a leadership role in coordinating street level responses to a range of community needs. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. The Healthy Streets Operations Center (HSOC) is a services-first approach to safer and healthier streets in San Francisco. Street Response is a coordinated effort of multiple city departments who are committed to a solutions-focused and people-centered approach to meeting the diverse behavioral health and life stabilizing needs of people who are living unhoused in San Francisco.
Role description
Under direction of the Street Response Planning Coordinator, the 1823 Senior Administrative Analyst will be responsible for administrative, analytical and coordination functions of HSOC and street response efforts. This position will be an administrative backbone to street response efforts and will play a key role in systems level, data tracking and analysis.
The Senior Administrative Analyst role will support routine HSOC and street response functioning and work independently with program staff to define and operationalize key program metrics and indicators; assist with the improvement of existing data collection and reporting systems; help to evaluate the impact of existing and newly enacted efforts and recommend program and system level improvements. The Senior Administrative Analyst will be part of a team that envisions how to effectively leverage technology in ways that streamline data and information sharing, resulting in greater internal and external awareness of HSOC and street response progress and impacts.
The ideal candidate will be motivated by the challenge of helping DEM, and city and community partners effectively respond to the needs of people living unhoused on the street in San Francisco. The candidate will be highly organized, attentive to detail, an effective communicator, unrelenting in problem-solving for both finite and longer-term tasks, and excited to use data to help tell impact stories, strengthen multi-partner systems, and influence decision makers and the public. We are looking for a teammate who can independently drive tasks and collaborate on dynamic initiatives.
Specific duties include, but are not limited to:
- Scheduling resources for HSOC encampment outreach and resolution;
- Identifying and prioritizing available HSOC resources for deployment;
- Tracking and following up on action items for high-priority HSOC operations;
- Helping to develop a comprehensive set of key definitions, performance indicators and program metrics that align with best practices, system level priorities and collaborative goals;
- Supporting the development of a comprehensive street response, data systems efficiency project, spotlighting operational challenges and resource needs, and resulting in more efficient cross-programs data collection, impact tracking, and recommendations for continuing system-level improvements;
- Collaborating with street response partner data, training and communications teams to troubleshoot collaborative data collection and system challenges as they arise;
- Developing presentations and agendas, preparing reports and assisting with data, spending and budget analysis;
- Scheduling, coordinating and facilitating meetings as requested;
- Performing related duties as required.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in data analysis, budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.
Desirable qualifications:
- Experience with data management tools, systems or programs
- Track record of successful project management
- Experience working with vulnerable populations, including people experiencing homelessness or populations with behavioral health concerns
- Strong written and oral communication skills

Appointment Type:
This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer. This is a full time, 40 hours per week appointment.
