Role description
Under the management and direction of the Deputy Director of Strategic Initiatives the Community Engagement & Communications Manager leads DCYF’s efforts to effectively engage with community constituents while also designing and implementing communications strategies that amplify the work of the department, our grantees and our partners. Duties and workstreams include:
1. Manage Community Engagement & Communications Team: Supervise, coordinate and deploy COMMS Team, to support department goals, community engagement efforts, etc. Position will supervise 2 Community Engagement Specialists.
· Plan and Implement Team Meetings: create agendas and lead regular Team meetings to ensure that staff has clear direction, oversight and feedback for their work.
· Check In Regularly With Staff: meet regularly with all staff members under supervision to ensure ongoing oversight of their work, communication of key information and regular performance related feedback.
· Actively Build Team Cohesion: develop intentional and regular ways to develop and strengthen the team’s cohesion and ability to work effectively together in collaboration
2. Create and Manage Community Engagement & Communications strategy: to achieve the goal of building awareness of DCYF and the services we fund and partner with as well as to connect to the community to engage children, youth and families in our planning processes.
3. Implement Community Engagement Efforts: implement DCYF’s efforts to engage the community and our grantees including developing and participating in events, leading annual All Grantee Meeting, coordinating ongoing presence at community events and resource fairs and working with partners as needed for these efforts.
4. DCYF’s Planning Process: in coordination with Senior Staff and relevant managers lead COMMS teams participation in DCYF’s three part planning process that includes the Community Needs Assessment (CNA), Services Allocation Plan (SAP) and RFP:
· Community Needs Assessment: work with Data & Evaluation to implement community engagement and data collection efforts including Family Summits and focus groups.
· Services Allocation Plan: Participate in the development of SAP document, as well as the communication and engagement efforts associated with its release
· Request for Proposals: lead communication efforts related to the release, decision making and information requests related to the RFP
5. Amplify The Work And Voices Of DCYF Stakeholders: document, promote and publicize the work of DCYF’s grantees and partners by highlighting the ways that our programs have made an impact on children, youth and families.
6. Manage the DCYF Brand: continue ongoing development of the DCYF brand and ensure that messages, publications, materials and media are consistent. Ensure alignment of brand messaging across its various departmental initiatives as well as with the Mayor’s office and city department and school district partners as needed.
How to qualify
1.Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Two Special Conditions: Candidates must possess these 2 special conditions.
1. Experience in community development in area of children, youth, and families that includes experience with the development, implementation, monitoring, and support of programs and services that focus on strengthening families; early care and education; prevention and early intervention; health and well-being; youth workforce development and empowerment; out of school time; violence response and truancy prevention; and community building with a focus on children, youth, and their families.
2. Experience with the development and implementation of community engagement efforts that specifically focus on children, youth, transitional age youth and families. Candidates should have experience engaging with a range of constituents including nonprofit community-based organizations, community groups, members of the public and other relevant groups. Candidates should have experience creating forums, meetings or other spaces that promote engagement and facilitate the collection of information, experiences, perspectives and other qualitative data. 36 months of experience.

1. Excellent communication skills including oral and written communication with DCYF staff and leadership as well as City officials, community partners and consultants.
2. Excellent understanding of effective communication methods and an ability to use creativity to develop tools and approaches.
3. Strong ability to lead and manage a team of highly skilled community development specialists who implement a range of work in coordination with other DCYF teams.
4. Strong connection to the diverse communities of San Francisco and understanding of the nuances of the City’s neighborhoods, ethnic communities and groups.
5. Strong project management experience including developing and implementing a plan of action, ensuring that staff involved are clear on role and tasks, implementing the plan and adjusting throughout as needed.

Compensation: $117,260 - $142,584 annual salary. Effective 7/1/2022 there will be a salary increase, this information is not available yet.

Selection Procedures:
Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - Candidates will be e-mailed a link to complete a Minimum Qualification Supplemental Questionnaire (MQSQ). This MQSQ is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%) - Candidates who meet the Minimum Qualifications will be e-mailed a Supplemental Questionnaire with 4 essay questions. It is designed to measure the knowledge, skills and abilities required for this 9775 position at DCYF. All candidates’ responses to the Supplemental Questionnaire are subject to verification. Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. The hiring department may conduct additional selection processes prior to making final hiring decisions.
Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 12 months, and may be extended with the approval of the Human Resources Director.
