About:

The Department of Building Inspection is the regulatory building safety agency responsible for overseeing the effective and efficient enforcement of building, electrical, plumbing, disability access and housing codes for the City and County of San Francisco’s more than 200,000 commercial and residential buildings.

Role description

The Deputy Director for Finance and Administration serves as the department’s Chief Financial Officer overseeing budget, accounting and finance, and Chief Administrative Officer, overseeing human resources/payroll, information technology and records management divisions. The Deputy Director serves an essential role of maintaining fiscally responsible operations, administrative support and technology support to ensure the department is fulfilling its mission.

The Deputy Director of Finance and Administration will report directly to the Director of Building Inspection and will provide direction and oversight to lead and manage the fiscal strategy of the department and will support and collaborate with other members of the executive team on strategic and operational matters involving fiscal planning and forecasting, budget development and administration, and successfully delivering programs and policies through effective relationships and partnerships with other city departments and related agencies. The selected incumbent will function as the principal fiscal and administrative officer and will oversee the planning, development, preparation, final fiscal review, and implementation of the department’s annual budget of approximately $90 million.   

Specific areas of oversight include, but are not limited to: budget, accounting, contracts and purchasing, human resources, IT and network administration, records management and data collection systems. Some essential duties associated with each area are listed below.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

  •  Accounting: Oversee the department’s accounting activities; maintain and track spending for the department; develop policy for authorization of expenditures; direct and approve payments and purchases; and ensure compliance with City Accounting guidelines.  Provide leadership, coordination and primary point of contact for internal and external auditors and for implementing internal controls to ensure fiduciary integrity and compliance.
  • Budget: Manage the annual budget process in coordination with department finance staff; strategize and collaborate with fellow executive team members on department resource management; advocate departmental priorities with City financial stakeholders – including the Mayor’s Budget Office, Controller’s Office, and the Board of Supervisors’ budget analyst office; direct budget entries; monitor department spending and cost recovery; direct the development, implementation and monitoring of special revenue funds; negotiate with other departments; and prepare and present financial reports and budget documents as needed.
  • Contracts: Oversee a fair and transparent contracting process on behalf of the department; ensure timely processing of departmental contracts, troubleshoot contracting and purchasing challenges; work with department divisions to understand contract and purchasing responsibilities; oversee the City’s Personnel Services Contracts review process.
  • Human Resources: Oversee fair and transparent processes in all areas of human resources, including leave management, reasonable accommodations, examination development and administration, recruitment, labor and employee relations, payroll and operations. Oversee the management and coordination of the development and review of personnel policies and procedures. In coordination with the Human Resources Manager, interpret and ensure compliance with DHR, City Charter, Collective Bargaining Agreements, ADA compliance and other employment laws and regulations. Oversee the development and implementation of training to managers on employee/labor issues and trends and advise managers and supervisors on best practices on a wide range of employee and labor relations issues.
  • Program Management: Manage the implementation of relevant programs such as the City’s Tuition Reimbursement Program; work with stakeholders on program questions and disputes; identify efficiency opportunities.
  • IT/Network Administration: Oversee the department’s IT infrastructure, systems administration, and telephony for all employees; oversee department helpdesk and support efforts; develop and implement IT policies; work with IT staff to plan for future needs and address present challenges; represent the department in Committee on Information Technology (COIT) working groups; gain COIT approval for departmental technology projects and system/infrastructure requests as appropriate.
  • Records Management: Oversee the department’s records management division and ensure the efficient and transparent availability of public records; ensure systems are stable and secure; understand and enforce efforts to protect and maintain private and protected data; support DBI division needs for queries, analysis, reporting, and public records requests.
  • Planning and Policy: Review, monitor, and ensure that financial and administrative divisions are maximizing managerial efficiency to fulfill the mission of the department; review and analyze existing policies and procedures and identify any necessary improvements to ensure transparency, efficiency and accountability as it relates to administration and finance, payroll and personnel, technology, and records management; work with executive team to update the department’s strategic plan and provide a vision for improvements to the department’s administrative and financial functions. Work with the department’s compliance manager to implement the department’s reforms initiative.
  • Department Representation: Represent the department on fiscal, budget and selected administrative matters to the Mayor’s Office, Board of Supervisors, Building Inspection Commission, Controller’s Office and other relevant agencies.  Prepare reports and responses for agencies, commissions, the Board of Supervisors, Mayor’s Office, attorneys and others.

How to qualify

1.    Possession of a baccalaureate degree from an accredited college or university in accounting, finance or closely related field such as business administrative, public administrative, etc. AND

2.    Six (6) years of experience in financial operations in a complex setting, providing independent financial analysis and recommendations on complicated financial issues to management; experience must include managerial experience in accounting, financial, or budget management, of which, all years must include experience supervising professional-level staff engaged in one or more of the following areas: accounting, finance, budget, IT/network administration, or contracts.

Substitution: Possession of a Master’s degree in accounting, finance or a closely related field can substitute for up to one year of the financial operations experience.

Desirable Qualifications:

  • Advanced degree in public policy, public administration, government, accounting, finance, or a related field;
  • Experience in a large metropolitan public sector organization
