Power Enterprise

The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MQ of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 500+ MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profiles. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco street and pedestrian lighting.

Role description

Project: Decarbonization Infrastructure Projects Manager

Under general administrative direction, the incumbent will plan and pilot projects that further goals and knowledge in the area of decarbonization infrastructure.  Specifically, the incumbent will be responsible for the identification and scoping of the following four decarbonization infrastructure projects that are critical to meet the City's climate and decarbonization goals:

1. In-City Solar + BESS (Battery Energy Storage System) Build Out – 10MW+ system on the behalf of CleanPowerSF

2. Fuel Switching demonstration project at municipal site

3. Solar + Battery Storage + net export to PG&E grid 

4. Micro-Grid Development

The incumbent may also be responsible for managing ongoing solar and energy efficiency decarbonization projects.

Essential Functions:

·         Directs the planning, feasibility, development, design, and construction of renewable, energy efficiency, and fuel switching pilot projects. 

·         Oversees research, analyses, and studies of technologies and potential projects, assessing energy potential, energy savings, and overall project viability.

·         Manages the integration and appropriate application of various technologies.

·         Directs a team of staff and consultants to deliver projects on time and on budget.

·         Ensuring compliance of regulatory and permitting issues for successful completion of projects.

·         Analyzes results and applies lessons learned toward next phase of planning and piloting.

·         Effectively communicates project progress and outcomes to a wide variety of audiences, including technical specialists, policy makers, and community representatives.

·         Class 0932 Manager IV performs other related duties as required. 

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Engineering, Environmental Studies, Natural Resources, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business.

Experience: Eight (8) years of professional experience in delivering renewable energy and energy efficiency construction projects, of which three (3) years must include experience supervising professionals.

May substitute up to 2 years of education for bachelor degree with additional years of experience.

Desirable Qualifications:

-          Experience in power generation, distribution, and transmission and/or natural gas operations

-          Experience shaping and implementing pilot projects and applying lessons learned
